Özet
ÖZET Bu tez çalişmasi, seçilmiş gelir grupları ve 14 ile göre tüketici fiyat indekslerinin (TFI) değerlendirilmesini amaçlamaktadir. Devlet İstatistik Enstitüsünün (DİE) Tüketici Fiyat İndeksi (DİE-TFİ) hesaplamasinda, 1978 fiyatlarina göre, 5000-39999 TL gelir dilimi {ortalama gelir dilimi) içinde kalan hanehalklarının tüketim kalıpları esas alınmaktadır. Asgari ve ortalama ücretlileri temsilen, 0-4999 TL ve 5000-9999 TL'lik en alt gelir gruplarının tüketim sepetleri esas alınarak, iki tüketici fiyat indeksi AÜ-TFİ (asgari ücretli-TFÎ) ve OÜ-TFİ (ortalama ücretli-TFİ) türetilmiştir. Giyim grubunun, düşük gelirlilerin genel TFI'ni aşagiya, konut grubunun ise yukarıya çektiği gösterilmiştir.Gıda ve 'çeşitli grupları için kesin bir yargıya varilamamıştır.Gıda alt gruplar ı(ekmek ve unlu gıdalar, et ve tavuk, meyve ve sebzeler, diğer) hakkında da kesin bir şey söylenememiştir.Yeni türetilen indekslerin yillik artiş oranlari ile DİE-TFİ yillik artiş oranlari arasinda yüksek bir korelasyon olduğu tespit edilmiş fakat yeni indekslerle DÎE-TFÎ'nin birbirlerinden farklı olduğu gösterilmiştir. Ücretlerin il bazinda ayn ıolduğu varsayımıyla, sadece fiyat artişlari arasindaki farkliliklar gozönünde tutularak, iller ve Türkiye için reel ücret dizileri hazıirlanmıştır. Burada yapılan testler sonucunda, DIE-TFI ve yeni TFİ'lerle türetilen reel ücret serilerinin illere göre siralanişi arasinda anlamlı farklar bulunmuştur. AÜ-TFI ve OÜ-TFİ ile türetilen diziler arasinda ise anlamlı bir fark bulunamamiştir. İndekslerin hesaplanmasinda Laspeyres formülü esas alınmıştır. çözümlemenin veri tabanını, büyük oranda, DİE tarafindan yayimlanan“Kentsel Yerler Hanehalki Gelir Dagilimi ve Tüketim Harcaraalari Anket Sonuçlari, 1978-79”'dan derlenen istatistikler ve DİE“Türkiye İstatistik Yilliği, 1970-1987”'den alinmiş fiyatlar oluşturmaktadır.

ABSTRACT The purpose of this study is to evaluate consumer price indices (CPIs) in Turkey for selected income groups and by regions. In the construction of State Institute of Statistics ' CPI, consumption patterns of householders within the income group of of 5000-39999 TL (in 1978-1979 prices}- average income group- are taken into account. The consumption patterns of 0-4999 TL and 5000-9999 TL income groups- low income- as representative of minimum and average wage earners are used in the construction of minimum wage earners' CPI (MW-CPI) and average wage earners' CPI (AW-CPI)» It is registered that changes in the prices of clothing items pull down and changes in the prices of housing items push up the all-item indices of low income groups. On the other hand for food-stuffs ' subgroups no generalisation is seem possible. Despite of the fact that the annual increase rates of SIS-CPI, MW-CPI and AW-CPI are similar, it is shown i ithat wage earners ' indices are not similar to SIS-CPI. Real wage series are prepared for provinces and Turkey under the assumption that nominal wages are uniform at provincial level. According to the test applied the null hypothesis that there is no difference among the ranking of the real wage series of provinces deflated by SIS-CPI and low income groups ' indices is rejected. In the calculations of the indices Laspeyres ' formula is used. The statistics which are taken from“Household Income and Consumption Expenditures Survey Results, 1978-1979”and“Statistical Year Book of Turkey, 1970-1987”, published by State Institute of Statistics constitute the data basis of the analyses.
