Özet
ÖZET Kentlerde sanayileşme sonucunda, kentsel gelişmeler ve yoğunlaşmalar ortaya çıkmış ve hızlı bir nüfus artışı meydana gelmiştir. Yaşanan bu büyüme ve gelişme sonucunda kentlerde mesafelerin uzamasıyla ulaşımda taşıtların önemi artmıştır. Bununla beraber hızlı ve plansız kentleşmeye mevcut alt yapının yetersizliği de eklenince artan taşıt sayısı büyük bir sorun haline gelmiştir. Taşıt sayısının artışıyla özellikle kent merkezlerinde büyük otopark sorunları yaşanmaya başlamıştır. Yerleşme dokusu gelişimini tamamlamış ve kesinleşmiş olan kentlerde araçların park edebileceği alanların oluşturulması oldukça güçleşmiştir. Aslında mevcut şehir dokuları da bu oluşum için tam anlamıyla hazır değildir. Yapılan bu çalışma İzmir Merkez sınırları içinde yer alan Kent Merkezi bölgesinin bütününü kapsamaktadır. Kentte yaşayan insanlar için günlük bir sorun halini almaktadır. Kişi park yeri aramak için işinden yada evinden olması gerekenden daha erken çıkmak zorunda kalmaktadır. Çalışma alanında otopark sorunu bugün önemli boyutlara ulaşmıştır ve giderek artma eğilimi göstermektedir. Proje alanında yaşanan otopark sorunun bugünkü durumunun belirlenmesi, ömek çözüm yöntemlerinin, başka ülkelerin bu konuda yapmış olduğu çalışma ve uygulamaların incelenmesi, otopark kavramı, tipleri ve standartları hakkında bilgi toplanması, otopark yönetmeliğinin irdelenmesi, mevcut durum analizi yapılması, mevcut ve geleceğe yönelik park talebinin belirlenmesi ve yeni düzenleme önerilerinin sunulması ile çalışma yürütülmüştür. ABSTRACT As a result of industrialization in the urbans, urban growths and densifkation has occured and a rapid increase in population. As a result of this growth and development, the distances between the towns has extended and the importance of the vehicles was increased in transportation. However, in addition to rapid and ad hoc urbanization, lack of existing substructure has led the increased amount of the vehicles to be a great problem. Due to the increased amount of vehicles, considerable auto-parking problems had been exposured especially in the town centres. It has become rather difficult to constitute areas for the vehicles to enable them park in the towns where has completed and absoluted their emplacement configuration. Indeed, the existing town configurations is not ready for this constitution, either. This study includes the whole area of the town centre in the boundaries of İzmir Centre. It has become a daily problem for the residents of the town. A person had been constrained to go out from his/her house or office earlier than usual in order to look for a parking place. Today, the auto-parking problem has reached to considerable dimensions in the work area and it shows a tendency to grow increasingly. A study has been executed by determination of the existing circumstance of the auto-parking problem exposured, examination of the exemplary solution methods and studies and applications of the foreign countries related to the subject, gathering information about the concept, types and standards of auto park, scrutinization of the auto park regulations, making the analysis of the existing circumstances, determination of the existing and in-future parking demands and presentation of new arrangement offers in the the project area.
