128 ABSTRACT In the period of Selim HI, a series of reforms had been undertaken to stop the regression of the Ottoman Empire. That reforms were named as New Order (Yeni Düzen) and their differences before these ones was that they were done in a planned and consciously way. However, the counter-act emerged out directly having New Order reforms established. The reasons for the growing of the counter-act were that reformers sought to exceed their own interests, the lack of the unity among the reformers, a growing tendency for luxury life style like the Tulip Period and the characteristic of Selim HI. Because the central authority became more powerful, Âyân's influence narrowed. Also, Janissaries saw New Order Army established as being an alternative instead of them. In addition to these parts the ulema had joined to them. This condition expanded the Kabakçı Mustafa Uprising in a short period started on 29 May 1807. That uprising causes to the abolishment of Nizam-i Cedid Army, the deposition of Selim HJ and the enthronment of Mustafa IV. Nizam-i Cedid soldiers within the army accompanied with Rusçuk Âyânı Alemdar Mustafa Pasha by forming a counter - act against the rebels who were executed, Despite the fourth month governance, a new revolt finished the power of Alemdar and Rusçuk Yaranı. The period including the Nizam-i Cedid reforms,Kabakçı Revolt and Sened-i İttifak Convention was a power struggle among the ulema, janissaries, âyâns and bureaucracy to achieve central authority in the hands of their own. The historical process will show the last victory of bureaucracy.
