11 ÖZET GÜNEYDOĞU ANADOLU PROJESİ, BÖLGESEL KALKINMAYA KATKISI VE GÜNEYDOĞU ANADOLU BÖLGESTNDEKİ YERLİ VE YABANCI YATIRIMLAR R. Ebru SEZGİN Yüksek Lisans Tezi, İktisat Ana Bilim Dalı Danışman: Prof. Dr. Nejat ERK Mart 2003, 192 sayfa Bu projenin genel amacı Güneydoğu Anadolu Bölgesi ile ilgili temel bilgiler, bölgenin ekonomik ve sosyal yapısı, Güneydoğu Anadolu Projesi, bölgesel kalkınmaya katkısı ve bölgedeki yerli ve yabancı yatırımcıların durumunun incelenmesidir. Bölgedeki 6 (Adıyaman, Batman, Diyarbakır, Şanlıurfa, Gaziantep ve Mardin) ilde faaliyet gösteren firmalarla anket çalışması yapılmıştır. Yapılan anket neticesinde ise firmaların ülkedeki siyasi istikrarsızlıktan ve ekonomik krizlerden çok fazla etkilendiği, GAP dahilinde birtakım ayrıcalıkları bilmedikleri için yararlanamadıkları ortaya çıkmıştır. Daha sonra Devlet İstatistik Enstitüsü' nden USSS-Rev.2'ye göre Türkiye ve Güneydoğu Anadolu Bölgesi verileri elde edilmiş ve bu veriler; girdi, çıktı, işyeri sayısı, katma değer, toplam çalışılan işçi-saat, ücretle çalışanlar ortalaması, üretimde çalışanlar ortalaması olarak incelenmiştir. Ayrıca aym veriler kullanılarak girdi-çıktı analizi yapılmıştır. GAP Master Plan çalışması 2005 hedeflerine göre projenin henüz beklenen hedeflere ulaşamadığı ve kalan süre zarfında da ulaşmasının mümkün olamayacağı görülmüştür. Bölge ile ülke arasında halen dengesizlikler mevcuttur. Bunların giderilmesi için tüm kişi, kurum ve kuruluşların görevlerini en iyi şekilde yerine getirmesi gerekmektedir. Bölgesel kalkınmamn amacına ulaşması için bölgedeki nüfus, eğitim, sağlık ve altyapı hizmetlerine daha çok önem verilmesi gerekmektedir.

m ABSTRACT SOUTHEAST ANATOLIA PROJECT, CONTRIBUTION TO REGIONAL DEVELOPMENT AND THE DOMESTIC AND FOREIGN INVESTMENTS IN SOUTHEAST ANATOLIA REGION R.Ebru SEZGİN Master Thesis, Department of Economics Supervisor: Prof. Dr. Nejat ERK March, 2003, 192 pages The aim of this study is to examine the general microlevel indicators, economics and social structure of the Southeast Anatolia Region and to analyze Southeastern Anatolia Project, the domestic and foreign investments with special emphasis on their contribution to the regional development. The scope is to test whether Southeast Anatolia Region is fullfilling the peracalculators targets. The data from the survey conducted in the region and the data from the State Institute of Statics are collected and analyzed. The survey conducted covers the cities of Adıyaman, Batman, Diyarbakır, Şanlıurfa, Gaziantep and Mardin. The results showed that the firms do not know privilages creates by governmental incentive. Beside they are negatively effected by the current economic crises and unstable political environment. After the survey, the data from the State Institute of Statics based on USSS-Rev. 2 is analyzed. The data includes input, output, enterprises, value added, total worked hour, average salary, average employed of workers on production The data from input and output have been compared. The goals of GAP Master Plan for 2003 has not been reached yet, and it seems that the goals of GAP Master Plan for 2005 seems to be non achiavable. There is a wide gap between the Souteast Anatolia Region and the other regions of Turkey in terms of economic and social structure. It is urgent to solve the problems of the region in education, health, infrastructure services....etc. if a balanced economic development will be realized. In order to close this gap, every firm, every people of the region and the goverment has obligation working together.
