Özet
öz Tezimizde, başta Azerbaycan olmakla Hazar bölgesinin enerji kaynaklan ve sorunları ele alınmıştır. Hazar bölgesinin dünyayı ilgilendiren enerji kaynakları arasında; petrol ve doğal gaz ön sırada yer almaktadır. Tezimizde bölgenin enerji kaynaklarının geçmişi ve bugünkü durumu incelenmiş ve söz konusu kaynakların geleceği ile ilgili tahminler yapılmaya çalışılmıştır. Hazar'a kıyısı olan beş devletin (Azerbaycan, Rusya, Kazakistan, Türkmenistan ve İran) yanısıra bölgenin petrol ve doğal gazının dünya pazarına çıkarılmasında kilit ülkeler konumunda olan Gürcistan ve Türkiye'nin transit ülkeler olarak önemi, bölgede enerji meseleleri ile kararların alınmasında önemli role sahip olan ABD'nin Hazar politikası ele alınmıştır. Hazar bölgesine yakın yer almakta olup, Orta Asya Cumhuriyetleri ile sıkı ilişkilere sahip Özbekistan'ın enerji durumuna kısaca değinilmiştir. Hazar bölgesi ülkelerinin petrol faaliyetlerinde ekonomik faktörler kadar önemli role sahip politik faktörlerin etkileri ele alınmış, bölgenin enerji kaynaklarının kullanılması için problem oluşturan Hazar'ın statüsü ve bölgesel istikrarsızlıkların petrol ve doğal gaz faaliyetlerine etkisi, bölgenin enerji kaynaklarının ihracatı ile ilgili problemler ele alınmıştır. Tezin yapımında geleneksel coğrafi yöntemler, mukayeseli analiz, istatistik metotlar kullanılmıştır. Tezimizde Hazar enerji kaynaklarının aktif işletilmesi ile dünya petrol ve doğal gaz coğrafyasında yeni dengelerin oluşacağı kanısına varılmış, bölge enerji kaynaklarının kullanılmasında bölge ülkelerinin ortak işbirliğinin gerekliliği vurgulanmış, bölgesel istikrarsızlık, Hazar'ın statüsü ve ekolojik problemlerin bölge ülkelerinin ortak katkısı ile çözülebileceği, enerji kaynaklarının etkin kullanımının bölgeye istikrar getireceği ve bölgenin yeni bağımsızlık kazanmış bulunan ülkelerin dünya ekonomisine entegre olmasında etkin rol oynayacağı ve bağımsızlıklarını, pekiştiren bir faktör olacağı sonucuna varılmıştır. m

ABSTRACT At the beginning, the energy sources of the Caspian Region and its problems are considered in our thesis. Among the energy sources of the Caspian Region drawing the attention of the world, the petrol and the natural gas come in the first line. In our thesis, the past and the current states of the energy sources of the region have been studied and estimates are tried to be made regarding the mentioned sources. Besides the five countries having coast to the Caspian Sea (Azerbaijan, Russia, Kazakhstan, Turkmenistan and Iran), the importance of Georgia and Turkey as the transit countries, which are in the position of the key countries in bringing out the petrol and the natural gas of the region to the world market, and the Caspian policy of the USA, that has got an important role in making the decision related with energy state of Uzbekistan, which is located near to the Caspian region and has got close relations with the Middle Asian Republics, have been mentioned in short. The effects of the political factors having as much important role as the economical factors at the petrol activities of the Countries in the Caspian region, the status of the Caspian which causes problem for the use of the energy sources of the region and the effect of the regional Unsteadiness to the petrol and the natural gas activities, and the problems related with the export of the energy sources of the region have been considered. The traditional geopraphical methods, comparisonal analysis, statistical methods have been used in preparing the thesis. In our thesis, it has been supposed that the new balances will be arisen in operating the world petrol and the natural gas geopraphy, and the natural coorperation of the regionalcourtries in the use of the energy sources in the region, has been emphasized, and it has been concluded that the regional unsteadiness, the Caspian status and the ecological problems way be solved with the common contrition of the countries in the region, the effective use of the energy sources way assure stability to the region and way take an active role in being integrated of the countries gaining their independence newly in the region to the world economy and may be a strengthening factor of their independence.
