SUMMARY Developing countries have used external debt either because insufficient savings or lack of foreign exchange. External borrowing, which countries often appeal to during their process of development, gained importance especially after the World War II. In 1 9 7 G ' s, with the increase in oil prices, the foreign debts of the developing countries also increased. In 1 9 8 0 ' s, with the result that developing countries confronted with repayment difficulties, the problem of foreign debt have become a crisis. In this study, the causes and effects of external debt in developing countries and in Turkey in the period of 1980-1989 have been investigated using the method of regresion analysis. At the end of this analysis, it has been found that foreign loan services had caused external debt the most. In the analysis in which the effects of external debt in developing countries were examined it has been found that with the increase in external dept the relationship between GDP and per capita GDP is negative. We concluded that there is a positive and significant relationship between the increase in external debt and GNP and per capita GNPin Turkey.
