BİNA ÜRETİM SÜRECİ TASARIM EVRESİNDE MALİYET VE DEĞER YÖNETİMİ - SÜREÇ YÖNETİM MODELİ ÖNERİSİ (Yüksek Lisans Tezi) İbrahim Özgür Pazar GAZİ ÜNİVERSİTESİ FEN BİLİMLERİ ENSTİTÜSÜ Eylül 2003 ÖZET Artan yapı ihtiyacı, yaşanılan çevrenin giderek bozulması, kaynaklarda yaşanan azalmalar, ihtiyaçların yeteri derecede karşılanamaması ve inşaat maliyetlerinin genel olarak enflasyon düzeyinin üzerinde bir artış göstermesi, inşaat sektöründe yeni bakış açıları oluşmasına neden olmuş ve kitlesel üretim yapan diğer sektörlerde kullanılan değerlendirme metotlarını kullanmaya yöneltmiştir. DY yaklaşımı yapıyı oluşturan her bileşenin, en iyi biçimde düzenlenerek, yapıdan en üst düzeyde verim alınmasını sağlamaya çalışmaktadır. Özellikle ülkemizde, yapı tasarım ve üretim sürecinde maliyetin ana ve en önemli kriter olması ve diğer kriterlerin gözardı edilmesi sonucunda ortaya çıkan ürünler hem tasarım sürecinde elde edilen üründen oldukça uzak hem de kullanıcıların gereksinimlerini karşılamada yetersiz kalmaktadır. Bu çalışma kapsamında önerilen yönetim süreci modelinde maliyet yine önemli bir kriter olmakla beraber, sürecin esas amacı ürünün tasarlanan ve belirlenen değeri karşılayacak şekilde tasarlanması ve üretilmesini sağlamaktır.Bu amaçla, tasarım sürecinin tüm evre ve aşamalarında değer yönetimi teknikleri kullanılmaktadır. Kullanılan bu yöntemler, tasarım süreci öncesinde değeri planlamak, tasarım süreci boyunca ise planlanan değerin sağlanıp sağlanmadığını kontrol etmek için kullanılmaktadır.Bilim Kodu : 810

HI VALUE AND COST MANAGEMENT IN THE DESIGN PHASE OF BUILDING PRODUCTION PROCESS - A MODEL PROPOSAL FOR PROCESS MANAGEMENT (M.Sc. Thesis) Ibrahim Özgür Pazar GAZI UNIVERSITY INSTUTE OF SCD2NCE AND TECHNOLOGY September 2003 ABSTRACT Increasing need for building, gradual mess up of the living environment, decreases encountered in the resources, not to be able to meet the needs sufficiently and construction costs showing an increase over inflation rate in general have all been the cause of the formation of new point of views in construction sector and made to use the evaluation methods used in other sectors manufacturing mass productions. The Value Management approach is trying to make the output, which is taken from the construction, to be at the topmost level by arranging every component of the construction in the best way. Particularly in our country, during the construction design and production process, the products, which come out as a result of considering the cost as the main and the most important criteria and ignoring the other criterias, have no connection with the product gained at the design process and also insufficient in meeting the needs of the users. In the management model proposed in this study, cost is still an important criteria, but, the main purpose of the process is to provide the design and production in a way that could meet the value planned and determined. For this reason, value management techniques are being used in every stage and level of the design process. These techniques are used to plan the value and control whether the planned value is achieved or not during the design process.IV Science Code : 810
