Özet
ÖZET (TÜRKÇE) Bu çalışma Okul Öncesi Eğitim Kurumlan denetim etkinliklerinde denetsel etkililik konusunda Çok Boyutlu Denetsel Etkililik Modeli (ÇDEM)'nin Okul Öncesi Eğitim Kurumlarına uyarlanabilir ve uygulanabilirliğini test etmek ve model hakkında denetçi, yönetici ve öğretmenlerin; denetsel etkililik ile bazı değişkenler arasındaki farklılıklara ilişkin algı ve beklentilerini saptamak amacıyla planlanmıştır. Betimsel survey modelli araştırmaya veri toplamak amacıyla araştırmacı tarafından okul öncesi eğitim kurumları için uyarlanan Okul Öncesi Eğitim Kurumları Çok Boyutlu Denetsel Etkililik Modeli Önem Testi (OÇDEMÖT) ile halen uygulanmakta olan denetim sistemi etkinliklerine göre Okul Öncesi Eğitim Kurumlan Çok Boyutlu Denetsel Etkililik Modeli Etkililik Testi (OÇDEMET) kullanılmıştır. Araştırmanın örneklemini Sakarya, Kocaeli, İstanbul illerinde faaliyet gösteren Okul Öncesi Eğitim Kurumlarını denetleyen tüm 149 denetçi, bu kurumlarda görev yapan 166 yönetici ve 694 öğretmen oluşturmaktadır. Okul Öncesi Eğitim Kurumları Çok Boyutlu Denetsel Etkililik Modeli Önem Testi (OÇDEMÖT) ve Okul Öncesi Eğitim Kurumları Çok Boyutlu Denetsel Etkililik Modeli Etkililik Testi (OÇDEMET) 'nin geçerlilik güvenilirlik çalışmaları yapılmış; devamlılık katsayısı OÇDEMÖT için 0,996, OÇDEMET için 0,998 bulunmuştur. Cronbach Alpha iç tutarlılık katsayısı OÇDEMÖT için 0,92, OÇDEMET için 0,96'dır. Yapılan madde analizi işlemleri sonucunda ölçeklerde yer alan tüm maddeler anlamlı olduğu için hiçbir madde çıkartılmamış ve son hali verilmiştir. Anket ile toplanan demografik özelliklere göre ölçek toplam ve alt ölçek toplam puanlarının ortalamaları arasındaki farklılıkları sınamak üzere, kendi arasında iki kategoriye ayrılmış süreksiz değişkenlerde ilişkisiz grup“t”testi, daha fazla kategorilerin olduğu durumlarda ise, tek yönlü varyans analizi (ANOVA) kullanılmıştır. Varyans analizinde anlamlı farklılığın çıktığı durumlarda, bu kümülatif farklılığın hangi gruplar arasından kaynaklandığını belirlemek üzere tamamlayıcı hesaplardan scheffe testi kullanılmıştır. Araştırma verilerine göre okul öncesi eğitim kurumları denetçi, yönetici ve öğretmenlerinin; olması gereken denetim etkinliklerindeki (OÇDEMÖT)'ne yönelik algı ve beklentilerinin önem derecesi arttıkça, halen uygulanmakta olan denetim etkinliklerindeki (OÇDEMET)'ne yönelik algı ve beklentilerinin etkililik derecesi azalmaktadır. Ayrıca cinsiyet, yaş, görev, öğrenim durumu, hizmet içi eğitim alma durumu gibi değişkenlerin de her iki test açısından da anlamlı farklılıklar oluşturduğu görülmüştür.

ABSTRACT This study is planned to determine the perceptions and expectations of the teachers, administrators and supervisors about the Multi Dimensional Supervisory Effectiveness Model (MDSEM) in the supervision activities of the pre-school education centers. In order to collect data for this descriptive survey, the researcher used the“Multi Dimensional Supervisory Effectiveness Model Importance Test for the pre-school education”(MDSEMIT) which he adopted for the pre-school education and“Multi Dimensional Supervisory Effectiveness Model Effectiveness Test for the pre-school education”(MDSEMET) according to the currently applied supervision system activities. The tests were applied to the 694 teachers, 166 administrators and 149 supervisors of pre-school education, in Sakarya, Istanbul and Kocaeli Provinces. The validity and reliability tests of the“Multi Dimensional Supervisory Effectiveness Model Importance Test, for the pre-school education”(MDSEMIT) and“Multi Dimensional Supervisory Effectiveness Model Effectiveness Test, for the pre-school education”(MDSEMET) were also done; The continuity coefficient was found as 0,996 for MDSEMIT and 0,998 for MDSEMET. Cronbach Alpha internal coherent coefficient is 0,92 for MDSEMIT and 0,96 for MDSEMET. The material analysis showed that all the materials take place in the scales are significant, therefore any material did not extracted and the study completed. According to the demographic properties of the regions, in order to test the differences between the scale total and sub-scale total points,“the unrelated group t-test”was used for the discontinuous variables and“single-direction variance analysis - ANOVA”was used for the cases where more categories existed. If significant differences appeared in the variance analysis, scheffee test was used to determine the reasons of this cumulative difference among the groups. According to the results of the research among the teachers, administrators and supervisors, as the importance level of the perceptions and expectations increases, effectiveness decreases in the ideal (MDSEMIT) and currently applied (MDSEMET) supervision activities. The tefts also demonstrate significant differences according to the sex, age, education level, seniority, and in-service education.
