SUMMARY Public services, generally, can be stated as the facilities of the government organizations conducted for public. Government co-ordinates the basic facilities that are crucial for the public unless they are fulfilled. The unique aim of the public services is to maintain the benefits of the public. Today, public services are co-operated with government and private sector. Private sector participates in public services with an agreement done with government. Public services can be conducted through these subjects: continuity, objectivity, equality, variety and unpayment. Public services work for public benefits fulfilling these services without commercial goals, is obviously extremely beneficial for the future of the public. However, especially after 80's,two arguments about repealing the public services came out. These arguments are: the inefficiency in public economy and globalization. Public economy is an utilitarian purpose for the public benefit and public future. However, the idea of globalization is an obligation of developed countries on less developed ones. The aim in this situation is being dominant in economy of less developed countries. 103
