Özet
Tezimiz, Tanzimat reformlarıyla birlikte Osmanlı ülke yönetimine yansıyan yeni idare şeklinin, Bursa ve çevresindeki uygulamalarını konu alan bir araştırmadır. Buna göre çalışma üç bölüm halinde planlanmıştır. I. Bölümde, 1839'da ilan edilen Tanzimat Fermanı ile başlayan ve Osmanlı taşra yapısında uygulanmaya başlanan Tanzimat reformlarının bütünü; idari, mali, askeri ve eğitim alanındaki yeni şekilleriyle ele alınmış ve açıklanmıştır. Bu açıklamalarla, Tanzimat reformlarının ülke içinde tesis kılmak istediği yeni düzenin ana hatları ortaya çıkarılmıştır. II. Bölümde, Bursa'nın, Osmanlı yönetimi altındaki tarihi gelişimi ve bu doğrultuda şehrin ve bölgenin geçirdiği idari, ekonomik ve sosyal değişiklikler saptanmaktadır. Bu saptamalarda, özellikle şehrin Osmanlı hakimiyeti altındaki ekonomik özellikleri göz önüne getirilmiş ve Tanzimat dönemine çok yakın tarihlerde, şehirdeki mali ve idari işleyiş, belgelerden elde edilen bilgilerin ışığında yorumlanmıştır. Araştırmanın III. Bölümü, tezin de ana konusu olan Tanzimat reformlarının Bursa içindeki uygulanışım ve bu uygulamaların şehirde o anda hakim olan eski düzen üzerinde meydana getirdiği dönüşümlerin aktarımını içermektedir. Burada büyük ölçüde, ana kaynak olan Bursa Şer'iye Sicillerinden derlenen veriler kullanılmıştır. Bu bölümde elde edilen bilgiler, ikinci bölümde ortaya konulan Tanzimat öncesi Bursa'nın durumuyla karşılaştırılarak değerlendirilmeye çalışılmış ve Tanzimat reformlarının şehir ve bölgede meydana getirdiği yeni kurum ve uygulamalar tespit edilmiştir. III. Bölümün ilk alt başlığında, Bursa'nın merkezi olduğu Hüdavendigar Sancağı'nın reformlar sonucu kavuştuğu yeni statüsü ve Tanzimat uygulamaları ile beraber 187sancak idaresine giren yeni kurum ve memuriyetler saptanmıştır. Özellikle burada, Tanzimat dönemiyle birlikte diğer merkezlerde olduğu gibi Bursa şehrinde de oluşturulan yerel meclisin şehirde yaptığı çalışmalara ilişkin tespit edilen çalışmalar ortaya konularak değerlendirilmiştir. Diğer iki alt bölümde ise sırasıyla Tanzimat uygulamaları ile bitlikte dönüşüme uğrayan ekonomik ve sosyal ilişkiler belgelere yansıyan şekilleriyle aktarılıp değerlendirilmiştir. 188

This thesis is a study dealing with the applications of the new governmental qualities, that affected the governing the Ottoman Country together with the Tanzimat reformations, in Bursa and its surroundings. According to this, the work was planned in three sections. İn the first one, the Tanzimat reformations as a whole, which started with the notification in 1839 and which were begun to be applied in the structure of the Ottoman countryside, is explained in terms of their new forms in the field of politics, economy, military and education. With the these explanations, the outlines of the new order that was desired to be constituted by the reformations in the country are revealedin the second section, the historical devolepment of Bursa under the effect of the Ottoman goverment and the economic and social changes the region was undergoing are determined. İn these, especially the economic qualites of the city under the dominance of the Ottoman are considered and at the times close to the Tanzimat period, the financial and governing processes in the city are interpreted in the light of the documents provided. The third section of the research includes the modifications within the old order which was dominant in the city then, stimulated by the Tanzimat reformations and besides includes the applications of the reformations in Bursa which is also the main subject of the thesis. Here, to a great extent, the data compiled from the main source, Bursa Şer'iye register, are used. The information acquired in this section is tried to be compared with the situation of Bursa before Tanzimat and the new institutions and applications (brought abaut by the reformations) in the city and the region, are determined. İn the first sub-heading of the third section, the new status of the Hüdavendigar Sancak whose center was 185Bursa and the new institutions and official positions encompessed by the sancak government are determined. With the Tanzimat period, just like in the other centers, a local parliament was formed in Bursa too and the works done by it are disclosed and evaluated. İn the other two subunits, the economic and social relationships, that were modified by the Tanzimat applications, are given and evaluated together with their reflections in the documents. 186
