174 ABSTRACT The aim of this research is to determine the views of administrators and teachers in relation to motivation methods used by public primary schools administrators to motivate teachers at work. This study focuses on 220 administrators and 1095 teachers who have worked in public primary schools which include more than five teachers in Rize in 2001-2002 education year. 440 teachers and 220 administrators were administered the questionnaire. The data were collected through two different scale. The first one is Likert type scale developed by researcher. This scale contains three dimensions: the psycho-social, the organizational and administrational and the economic motivation methods. The other scale is Rotter's Locus of Control Scale. The data were analyzed by SPSS Package Program. In the analysis, frequency, mean, t-test, one-way analysis of variance and other statistical techniques have been employed. According to the result of this research, the administrators agree with teachers in that organizational and administrational motivation methods are the most utilized methods by administrators and these methods are olsa the highest motivation methods for teachers. Both administrators and teachers have acknowledged that psycho-social and economic motivation methods' the use of frequency are low. On the other hand these methods highly motivated teachers according to the views of the same teachers and administrators. According to the locus of control, there exist significant difference among the views of administrators related to the use of frequency of psycho-social, organizational175 and administrational and economic motivation methods. The administrators having internal locus of control employe motivation methods in three dimensions more frequently than the administrators having external locus of control. According to the locus of control of teachers, there exists only significant difference in economic motivation methods according to the views of teachers related to the motivational level to teachers at work. The teachers having internal locus of control state that the teachers are more motivated by economic motivation methods than the teachers having external locus of control.
