Özet
ÖZET Dünyanın mevcut ekonomik sistemi üretim, dağıtım ve bir çok sosyal hizmetler yerine getirilirken, temel olarak kar saikini ele almaktadır. Ancak, insanların gönüllü olarak karşılıklı yardım ve dayanışma içerisinde demokratik bir ortam oluşturdukları kooperatiflerin faaliyetlerinin temelini kar değil, ihtiyaç duyulan mal ve hizmetin karşılanması oluşturmaktadır. Bir kooperatif, faaliyetini sürdürürken kooperatif ilkelerine göre hareket etmek durumundadır. Kooperatifin açık bir tanımını yapmak gerekirse, ortak yarar sağlamak üzere bir araya gelen ve sahibi oldukları iş kolunda kooperatif ilkeleri doğrultusunda faaliyette bulunan insanların oluşturduğu organizasyona kooperatif denir, diyebiliriz. Kooperatifin hem ekonomik hemde sosyal özelliği bulunmaktadır. Ekonomik organizasyon olarak kooperatifler iyi yönetilmeli ve ortaklarının ihtiyaçlarını uygun şartlarda sağlayabilmelidir. Sosyal bir organizasyon olarakta, kooperatifler ortaklarına birlikte çalışma ve dayanışma şuurunu vermelidir. Kooperatifin sunmuş olduğu hizmetlerden faydalanmak isteyen herkes ırk, meslek, din, siyasi görüş ve benzeri konularda ayırım yapılmaksızın, kooperatife üye olabilir. Üyelik onlara kooperatif üzerinde doğrudan kontrol hakkı vermektedir. Eşitliğin sağlanması amacıyla her üyenin bir oy hakkı olup, kendi yönetimlerini seçebilmektedirler. Kooperatifçilik milletlerarası bir uygulamadır. Farklı yapılanmalarda da olsa hemen hemen her ülkede kooperatifçilik hareketi mevcuttur.Bir ülkenin kooperatiflerinin etkinliği, o ülkenin ekonomik ve sosyal zenginliğinin en önemli göstergelerinden birisidir. Bu münasebetle, kooperatiflerin ortaklarının ihtiyacı olan mal ve hizmetleri kaliteli bir şekilde üretmeleri hayati bir önem taşımaktadır. Kooperatif ülkenin kalkınması için ortaklarının ihtiyacı olan mal ve hizmetleri kaliteli bir şekilde üretmek istiyorsa, kaliteyi güvence altına almak zorundadır. Kaliteyi güvence altına almanın yoluda bir kalite yönetim sistemine sahip olmaktan geçmektedir. ISO 9000 tüm dünyada geçerli olan bir kalite yönetim sistemi olup, hem Toplam Kalite Yönetimi çalışmalarının bir parçası olarak, hem de tek başına bir sistem olarak kullanılabilmektedir. Herhangi bir kooperatif ISO 9000 Kalite Yönetim Sistemine sahip olmakla, tüm faaliyetlerini gözden geçirme imkanı elde ederek, yetersiz yönlerini görebilmekte ve stratejik planlamalar yaparakta uygunsuzlukları ortadan kaldırabilmektedir. Buna ilaveten, ISO 9000 Kalite Yönetim Sisteminin başarıyla uygulanması durumunda müşteri memnuniyetinin ve verimliliğin sağlandığı ispatlanmıştır.

SUMMARY The prevalent economic system of the world is based on the profit motive in production, in distrubition, and in the performance of the most social services. However, A co-operative is a voluntary organization in which the people organize democradically, to supply the needs through mutual action, and in which the motive of production is service, not profit. It works according to principles of the co-operative. jf a clear definition is to give, a co-operative is an association of people which collectively own and controls a business, operated according to the co-operative principles for the mutual benefit of its members. A co-operative is both a business and a social organization. As a business it must be effective. It should be able to provide a better service for the same price or an equivalent service for a lower price than its members could obtain elsewhere. As a social organization it should create a sense of social solidarity among its member. Any competent person may be a member of a co-operative organization irrespective of race, occupation, religion, politics or other affiliations. The member have direct control of their co-operative organization. They elect a board of directors. To insure equality, each member has one vote in the affairs of the co-operative of which he is member. Co-operative movement is an international idea and a world-wide movement. It exists, in some form, in nearly every considerable country. It forms, however, differ from country to country.The effectiveness of the co-operative organizations of a country is one of the appropriate yardstick for assesing economic and social prosperity of a nation. Therefore, it is very crucial for co-operatives to produce quality goods and services in accordance with its members requirements. If a co-operative organization is to meet customers needs and to provide quality goods and services in order to help the country's development, it must assure quality. Futhermore, It must demonstrade that it is delivering the quality goods and services. In order to assure quality in a co-operative, a quality system must be established. ISO 9000 is a quality management system which can be applied as a part of a total quality initiative or as a stand alone system. Throughout the world the standard for quality management is identical. For a co-operative organization with ISO 9000, such a tool provides a reality check of the overall system, isolates deficiencies, supplies strategic plans and correct shortfalls. Furthermore, when this approach is applied successfully, it has been proved that customers requirements, and productivity will be met. IKDU>U>
