ABSTRACT The aim of this study is to evaluate the teaching reading program and its application at elementary level at state schools in Turkey. In evaluating teaching reading, the reading instructions and the passages in the textbooks were analyzed and a questionnaire was administrated to all of the English teachers who teach at elementary level in Kayseri, one of the big cities in Turkey. The questionnaire results were compared with the teaching reading instructions in the Teacher's Books of the series of the textbooks and according to this comparison, proposals and discussions were made for teaching reading at state schools. The first chapter gives a brief introduction to the background, problem and aim of this thesis. In chapter II a review of literature and the suggested types of reading with the activities, steps, skills, and aims are presented. Chapter 111 includes the method and data collection, and the analysis and interpretation of the questionnaire results. In chapter IV the conclusions are discussed. In chapter V proposals for teaching reading at state schools for elementary level are given. The thesis includes two appendices: 1. A Sample Reading Lesson Plan; 2. A Questionnaire.
