Özet
ÖZET Bu tez çalışması beş bölümden oluşmaktadır. Birinci bölümünde, Hazar Denizi'nin oluşumu, tarihçesi, Hazar Denizi'nin kimyasal nitelikleri, seviyesinin değişmesi, Hazar'ın sahip olduğu zenginlikler, su ürünleri yetiştiriciliği, Hazar'ın çevre koruma alanları ile ilgili bilgilere yer verilmiştir. Ayrıca bu bölümde Hazar'ın ulaşım bakımından önemi, ekoloji konuları, çevre problemlerini arttıran sorunlar dile getirilmiş olup, çevre problemleriyle ilgili tedbirlere de değinilmiştir. İkinci bölümde, Hazar Denizi'nin bir deniz mi, yoksa bir göl mü olduğu incelenmiş, böylece Hazar'ın Hukuki Statüsüyle ilgili belirsizlikler araştırılmıştır. Hazar Denizi ile ilgili, petrol antlaşmalarının özetini bu bölümde görmek mümkündür. Üçüncü bölümde, Hazar Denizi'nin hukuki statüsü konusunda farklı politik yaklaşımları olan Rusya Federasyonu, İran, Türkmenistan, Kazakistan, Azerbaycan, Türkiye, ABD, İsrail ve Çin gibi ülkelerin durumları incelenmiştir. Dördüncü bölümde, Azerbaycan'ın stratejik müttefiki olan Türkiye'nin Hazar konusundaki siyasi tutumuna, Hazarın hukuki statüsü ve Ağustos olaylarında İran'ın siyasi tavrına değinilmeye çalışılmıştır. İran'ın Hazar'ın hukuki statüsüyle ilgili güç gösterisine karşı oluşan politik tepkilere de değinilmiş, Bölgede İsrail'in siyasi rolü ve Hazar bölgesinde ABD'nin etki alanını genişletmesinin sonuçlan geniş boyutuyla araştırılmıştır. Son bölümde ise Hazar Denizi'ndeki zenginliklerin bölüşümündeki rekabet değerlendirilmeye çalışılmıştır.

SUMMARY It has investigated that the formation of the Caspian Sea, its names in the history, the people those lived near the Caspian Sea and the general information is related with the sea, the chemical companents of the sea, the variation of the height of the sea the comments on this variation, the resources belongs to Caspian Sea, the productivity of the water product, the chemical resources, the historical menouments and enviorimental protection areas of the Caspian Sea, the importance of the sea with respects of transportation the ecological subjects or topics being either as a sea or as a lake, the incertainity related with“the law status”of the Caspian Sea, the summary of petroleum agreements related with the Caspian Sea, the countries, such as Russian Federation, Iran, Turkmenistan, Kazakhstan, Azerbaijan, Turkey, the USA, Israel an China whose have the different political approaches on the subject the law status of the Caspian Sea and also the political behavior of Turkey which has common ideas in strategy with Azerbaijan on the subject. The political behavior of Iran in the August events and the political reaction against the power demostration of Iran related with the law status of the Caspian Sea, the political role of Israel in the area and the results of enlargement of the effected area of the USA has also investigated extensively, in conclusion, this Masters Degree Thesis gives a large information about the computation in dividing of resources of the Caspian Sea.
