Özet
ÖZET Kıbrıs sorunu, uzun tarihi boyunca uluslararası düzenin özellikleri doğrultusunda bir çok aktörün etkisinde kalmış olan uluslararası boyuttaki bir sorundur. Soğuk Savaş sonrası yıllarda da Kıbrıs sorunu sistemsel anlamda gerçekleşen yeni gelişmeler ile farklı aktörlerin ön plana çıkmasıyla yeni boyutlar kazandı. Yeni ve etkin aktörlerin başında pek çok doğu ve güney Avrupa ülkesi için bir cazibe merkezi haline gelen Avrupa Birliği yer almaktadır. Bu çerçevede ortaya çıkan Avrupa Birliği'nin genişleme politikası içerisinde Kıbrıs da yer almıştır. Ancak 1990 sonrası 11 aday ülke yanında genişleme dalgasının içinde Avrupa entegrasyonunun başından beri bu sürecin bir parçası olmayı amaçlayan Türkiye de Kıbrıs ile birlikte yer almaktadır. Daha da önemlisi, bu iki konu Kıbrıs'ın adaylığının gündeme gelmesiyle BM platformundan AB bünyesine taşınmıştır. Bu durum öylesine etkili hale gelmiştir ki Yunanistan'daki Simitis hükümeti muhalefetten Kıbrıs konusunda gelen eleştirilere cevap verirken“Kıbrıs konusu AB ve Türkiye arası bir sorun haline gelmiştir ve bu durumda bizim politikamız Türkiye'ye karşı nasıl çok toleranslı olabilir”şeklinde beyanatlar vermekte ve hükümetin, bu sorunun AB çerçevesi dışında tartışılmaması için özel çaba sarf ettiğini göstermiştir. Bu çerçevede Kıbrıs sorunu Türkiye'nin üyelik süreci önüne sanki ek bir siyasal kriter gibi konulmaya başlanmıştır. Bu çalışmada Türk dış politikasının temel hareket noktalarını ülkenin içinde bulunduğu sistemsel, bölgesel ve içsel faktörler doğrultusunda inceleyerek Türkiye'nin katılım sürecinin ve Kıbrıs sorununun dinamiklerini irdelemeye ve Kıbrıs sorununun Türkiye'nin AB üyeliği yolunda neden bu denli önemli bir engel teşkil eder hale geldiğini anlamaya çalışmaktayız.

IV ABSTRACT Many actors, in accordance with the changing features of the international order, try to manipulate intricate Cyprus issue since for more than forty years. In the post- Cold War years, the problem adapted itself to new international system including the acceptance of new powerful political actors like the EU, growing attraction center for many states in eastern and southern Europe. In the enlargement efforts of the Union, Cyprus accepted as an eligible candidate for the EU membership, and Cyprus issue started to be connected to the enlargement process of the EU. That is critical because Turkey is a candidate for EU membership with other 1 1 candidates, too. Together with the candidacy of Cyprus to the EU membership, negotiations for the resolution of the problem in the island were carried from the UN platform to that of the EU. As a result, Greek government started to mention increasing determinant position of the EU on the Cyprus problem in the answers to the critics coming from opposition groups. Smitis government expressed clearly that“...Cyprus issue became the problem between EU and Turkey; under this circumstances how we can say that our policy is too tolerant against Turkey... ”Therefore in the recent days Cyprus problem started to be accepted as a part of additional political criteria for Turkey's accession. In this study, we analyze basic orientations of Turkish foreign policy within the context of domestic, regional and systemic features of the country in order to understand the dynamics of the relation between the issue of Turkey's accession process to the EU and the Cyprus problem and to understand why Cyprus became so much critical on the road to be a member of the EU.
