Özet
ÖZET İnsan - doğa ilişkisi; evrimsel süreci içerisinde doğanın bir parçası olarak insanın varoluşuna kadar uzandığı görülür. Söz konusu süreç içerisinde insan - doğa ilişkisinin bir ürünü olarak ortaya çıkan amaç için araç üretme olgusu, insanın doğaya egemen olma istemiyle birleşerek doğanın aleyhine bir gelişim biçimi kazanmıştır. 16. Yüzyıldan sonra bilimsel buluşlarla birlikte doğaya egemen olma ve ondan bilinçsizce yararlanma anlayışı günümüze doğal bozulmaların sonucu bir yığın yaşamsal sorunu da beraberinde getirmiştir. Doğal bozulmaların yaşamsal bir tehdit oluşturduğu 21 yüzyılda, toplumların en öncelikli sorunları içinde doğal bozulmaları önleme ve doğal değerleri koruma olgusunun yer aldığı görülmektedir. Bu alanda ulusal ve uluslararası çeşitli örgütler oluşturularak doğa koruma konusunda uyulması zorunlu evrensel koruma statüleri kabul edilmektedir. Getirilen koruma biçimlerinden en yaygın olanı ve kabul göreni ise Milli parklardır. Bu çalışma için seçilen İlgaz Dağı Milli parkı korunan alan olarak irdelenerek öneri yönetim modeli oluşturulmuştur. Çalışmada birden fazla yöntem uygulanmıştır. Kullanıcı toplum niteliklerini saptamada ve yerel halkın sosyoekonomik yapısını ortaya koymada sosyal bilimlerde uygulanan anket tekniği uygulanmıştır. Flora çalışmasında ise alan çalışması yapılmıştır. Çalışma üç aşamada gerçekleştirilmiştir. Öncelikli olarak alanın kaynak değerleri içinde önemli yer tutan floristik özellik ortaya konmuştur. İkincil olarak alanın rekreasyonel potansiyeli ve kullanıcı toplum nitelikleri saptanmıştır. Üçüncü aşamada ise alanın yakın çevresindeki yerel halkın sosyoekonomik yapısı ve İlgaz Dağı Milli parkına bakış açısı ortaya konmuştur. Elde edilen bulgular tartışılarak alanın koruma yönetim modeli oluşturulmuştur.

SUMMARY Investigation of Mount Ilgaz National Park as a Protected area and It's Management The relationship of a man with nature in the evolutionary process goes over the existence of man as a part of the nature. As a result of nature-man relationship in this process revealed the aim for the event of producing tool combining with the human demands for the nature gained a development form against to the nature. After the 16. Century, scientific discoveries along with being dominant the nature and the perceptiveness exploiting the nature unconsciously brought a pile of vital problems today as a result of natural spoil. The vital threat caused by the natural breakdowns in the 21. Century, the protection of the natural sources and the prevention of the natural break downs were seen of primary problems in the societies. In this field, upon forming a variety of national and international organizations in the protection of nature, the universal compulsory protection statutes have been accepted. The most commonest and accepted ways of protection that brought up is the National Parks. The National Parks of Ilgaz Mountain chosen for this study, as a protection area, the proposal administrative model was established together with the examination. In this study, more than one methods are performed. To determine the characteristic of user society and to expose the local publics socioeconomic structure, the questionnaire technique used in social science was applied. In the case of the study of flora, the field work was performed. The work was carried out in the three stages. Firstly, the flori culture's property that takes an important part in the source value of the field was put forwarded. Secondly, the recreational potential of the field and the characteristic of the user society were determined. In the case of the third stage, the socioeconomic structure of the local public nearby the surrounding of the field and the point of view on the National Park of Ilgaz Mountain were exposed. The administration model of the field protection was constituted upon discussion of the obtained results.
