Özet
Barınma ihtiyacının tarihi insanlığın tarihi ile beraber süregelmiştir. Tarihin her dönemi yerleşim yerlerini kazanmak uğruna verilmiş savaşlarla doludur. Bu savaş, bugün de biçim ve içeriğim değiştirerek, farklı bir yönde sürmektedir. Dünya genelinde sanayileşme, köyden kente göçü hızlandırmış ve kentsel alanlardaki nüfus yoğunluğunda sıçramak artışa neden olmuştur. Bunun sonucunda, yoğunluğu kaldırabilecek uygun ve yaşanabilir nitelikteki yerleşim alanlarının oluşturulması için farklı çözüm arayışlarına gidilmiştir. Türkiye'de 1950 sonrası baş gösteren bu durum karşısında, önceleri birtakım sebeplerden ötürü tepkisiz kalınmış, sonraları (1980) çıkarılan bazı kanunlar ile de desteklenen bir konut üretim hamlesine devlet ve özel sektör birlikteliğinde girilmiştir. Bunu yanında, önemli bir kaynak ihtiyacının olduğu bu süreçte, kaynakların akılcı ve planlı kullanımı için yapım yönetimi olgusunun gerekliliği ortaya çıkmıştır. İşte yukarıda sayılan unsurların inceleneceği bu tez kapsamında birinci bölümde, genel bir giriş yapılarak konu tanıtılmış, amaçlar, kapsam ve çalışmada kullanılan yöntemler anlatılmıştır. İkinci bölümde, proje yönetiminin literatürden tanıtılmasına çalışılmıştır. Bölüm kapsamında projenin tanımından başlanarak bununla ilgili kavramlar açıklanmış ve ardından da proje yönetimi, tarihsel gelişimi itibariyle“A Guide to Project Management Body of Knowledge”isimli kitap paralelinde tanıtılmıştır. Üçüncü bölümde ise, proje yönetimi unsurlarının yapı üretimi açısından irdelendiği, literatürdeki adı ile "construction managemenf'-yapım yönetimi ve bunun süreci, işlem ve özellikle proje bazında ele alınmıştır. Bölüm kapsamındayapım süreci içerisindeki örgütlenme şekilleri, ihale türleri, şartnameler, süre ve maliyet programlama ve tahminleme gibi kavramlar anlatılmaya çalışılmıştır. Dördüncü bölümde, konut üretimi kavramına girilmiştir. Türkiye'de konut sorunu ve buna karşı geliştirilmiş olan çözüm yollan anlatılarak, konut yapılan üretiminde kullanılan yapım sistemleri yapım süreçleri açısından birtakım tablolar ile irdelenmeye çalışılmıştır. Beşinci bölümde ise, yapı üretiminde proje yönetimi tekniklerinin kullanımını etkileyen aktörlerin tespit edilebilmesi için, Delphi tahminleme tekniği ile İzmir genelinde bir araştırma yapılmış ve sonuçlan sunulmuştur. Altıncı bölümde, bir konut yapısı üzerine, CPM kullanılarak, yapım süreci planlaması örneği verilmiştir. Sonuç bölümünde ise, tez çalışmasındaki amaçlar genelinde elde edilen veriler değerlendirilmiştir.

The history of the need of shelter is as old as human history. Every period of the history is full of wars made for the sake of conquering land suitable to settle down. Today, this war, having changed its concept, is still continuing thorough another direction. Industrialisation in the whole world, has accelerated immigration to urban area from rural area, and men has caused springing increase on density of population. So that, a large variety of solutions having been searched in order to form lands suitable to life, which is balancing this density. In Turkey, this case, after 50's, has received no reaction at first, afterwards via some laws, an initiation housing production has been took with the co-operation of the government and private sector. Besides, in this process where there is an important need of sources, construction management has clearly come out, for the sake of using existing sources wiser and in a more planned way. In the context of the thesis, first chapter is separated to analyse above with an introduction explaining its entire context and methods. In second chapter, the presentation of the project management is made from the literature. In addition, beginning with the definition of the project management is presented in tins process of its history via the book called“A Guide to Project Management Body of Knowledge”. The third chapter is formed by the analyse of project management according to building construction and the definition of the construction management and its process in accordance with the project and the procedure. Furthermore, types ofVH adjudication and organisation, contracts, programming time, cost and estimation are defined. The fourth chapter is about housing production. The problem of housing in Turkey and ways attempted to solve them are explained. Moreover, construction systems used in housing construction are analysed according to the process of construction with some charts. In the fifth chapter, with Delphi technique, a research made in İzmir and its results are presented in order to find out the actors affecting the usage of the project management techniques in building construction. The sixth chapter presents an example of the planning of the construction process of a residence with CPM. In the final chapter, the analyse of the data gained according to the aims during thesis process is made. 'SSS2S3SS?
