Özet
ÖZET Çağdaş eğitim, sorunsuz üniversite ancak çağdaş yönetimle sağlanabilir. Çağdaş yönetimle eğitimin kalitesini artırmak ve mevcut sorunlara çözüm açısından yaklaşmak daha etkin olmaktadır. Çağdaş yönetim yapısından uzaklaşıldıkça üniversitelerin kendilerinden beklenileni gerçekleştirmeleri zorlaşmakta, eğitim ve öğretimi aksatan sorunlar giderek artmaktadır. Bu araştırmada; çağdaş yönetim sisteminin çağdaş üniversite anlayışına kazandırdıkları dolayısıyla çağdaş eğitimin önemi \oırgulanmıştır. Konu ile ilgili veriler Gazi, Bilkent, Hacettepe ve Ortadoğu Teknik Üniversitesi kütüphanelerinden elde edilen bilimsel çalışmalardan, yürürlükte olan yasal düzenlemelerden ve Gazi Üniversitesinde halen görev yapan öğretim görevlilerine ve aynı üniversitenin değişik bölümlerinin 3.- 4. sınıfında okuyan öğrencilerine verilen anketlerden elde edilmiştir. Yapılan çalışma ile iki konu üzerinde yoğunlaşılmıştır. Birincisi, mevcut yönetim yapısının yasal zeminde incelenmesi ve çağdaş yönetim yapısı ile karşılaştmlmasıdır. ikincisi ise, doğrudan öğretim elemanlarının ve öğrencilerin görüşlerine başvurarak mevcut yapımn iyileştirilmesi veya sorunların çözümünde çağdaş yönetim anlayışının öneminin ortaya konulmasıdır. Birinci bölümde; yönetim ve yönetici kavramlarına değinilip, yönetim süreçleri üzerinde durulmuştur. İkinci bölümde; çağdaş üniversite, çağdaş yönetim ve nihayet çağdaş üniversite yönetimi, çağdaş yönetim ve çağdaş üniversite anlayışı içinde değerlendirilerek ülkemizdeki üniversitelerde dünden bugüne uygulanan yönetim sistemi irdelenmiştir. Üçüncü bölümde ise uygulaması yapılan anket çalışmasının evrenine, sınırlarına, değerlendirilmesine yönelik yapılan çalışmalar yer almaktadır. Uygulanan anketler değerlendirilerek elde edilen sonuçlar tablolarla açıklanmıştır. Sonuç olarak çağdaş yönetimin çağdaş üniversite eğitim sistemi üzerindeki etkileri ortaya konulup, sonuç ve öneriler kısmı hazırlanmıştır.

HI ABSTRACT Contemporary education and a university free of problems can be supplied solely with a contemporary management. Besides, the realization of the responsibilities became difficult for universities as they are not managed due to the actual management applications. In this research, the importance of contemporary education, and the possibilities of comtemporary management systems for universities were emphasized. The data for the research/study were gathered from the literature studies obtained from Gazi, Bilkent, Hacettepe and Middle East Technical University Libraries. On the other hand, the study was evaluated by the help of the questionnaire applied to the academic staff and the 3rd and 4 year students of various departments of Gazi University. The research was mainly concantrated on two subject. The first one is the comparison of the existing management structure in the frame of legislation with the contemporary management structure. Whereas the second one is the establishment of the contemporary management approach as a solution to the existing problems in the frame of the questionnaire setting the ideas of the academic staff and the students. In the first chapter; management and manager concepts were given and management processes were emphasized In the second chapter; contemporary university, management and finally contemporary university management w^ere evaluated in the frame of contamporary managements as far as Turkish Universities and their management systems throughout history were concerned. In the third chapter, the studies made for the evaluation of the questionnaire was presented. The results of the questionnaire were given in tables. Although Decision making process lasts a few minutes in a speed way, it has to be seen as a phase of planning. Decision making is also a process of daily life. As a result the effects of contemporary education system was set and such models were proposed for contemporary ducation system.
