Özet
VII ÖZET Son yıllarda, gelişmekte olan ülkeler, hızlı kalkınma gereği, nedeniyle bir taraftan yeni projeleri uygulama ala nına koyarlarken, diğer taraftan da planlamaya daha fazla önem vermeye başlamışlardır. Ancak bu planlama eylemi, da ha çok makro düzeyde kalmış, tek tek projeler düzeyinde yeterince bir planlamaya gidilmemiştir. Bu eksikliğin doğal sonucu, projelerin gerçekleştirilmeleri sırasında etkin bir denetim imkânının ortadan kalkmasıdır. Dolayısı ile projeler öngörülenden ve normal olarak tamamlanması gere ken süreden daha geç bitirilmekte ve hem zaten kısıtlı olan kaynaklar gereksiz yere israf edilmekte, hem de son ürünün maliyeti yükselmektedir. îşte projelerin bir fikir olarak ortaya atılmaların dan sonra ürünün ortaya çıkmasına ya da projeden vazgeçil mesine kadarki süreçte yer alan işlerin planlanması; yü rütülmesi ve koordinasyonu, denetlenmesi ve sonucun de ğerlendirilmesi eylemine genel bir terimle“proje yöneti mi”denmektedir. Bu tez çalışmasında, I. Bölümde, proje yönetimi, ile ilgili genel kavramlar anlatıldı. II. Bölümde ise, proje planlama tekniklerinden PERT-CPM teorik olarak anlatılır ken III. Bölümde kaynakların dağıtımı ve proje maliyeti üzerinde durulmuştur. IV. Bölümde ise bilgisayar destek li bir uygulama yapılmıştır.

VIII ABSTRACT In recent years, the developing countries, because of their need of as fast progress as possible, are conti nuously applying new projects, where as on the other side they are giving more emphasis on the concept of planning. However, these planning activities were onls taken into hand on macro levels, and the necessary emphasis have not yet been given to planning on project levels. As a consequence of this, necessary control activities have not been applied to the projects. And obviously, projects cannot be completed by the specified and normal duration and this increases both the cost of the end products and the wastes of the resources in production. The general term given to these application, coordi nation, control and the evaluation activities from the beginning of the project to the end of it is“Project Scheduling”. In this Master Thesis Study, in the first part, the general concepts dealing with“Project Scheduling”is explained. In the second part two of the Project Scheduling techniques, namely, PERT (Project Evaluatim and Review Technique) and CPM (Critical Path Method) are explained theoretically whereas in the third port # emphasized on the allocation of resources and cost concept. AndIX lastly, in the third part an application is done provided with the necessary drawing, figures, computer programs, computer inputs and computer outputs.
