oz AVRUPA GÜVENLİK VE SAVUNMA KİMLİĞİ Çakmak, Aşkın Yüksek Lisans, Uluslararası İlişkiler Bölümü Tez Yöneticisi: Prof. Dr. Hüseyin Bağcı Kasım 2001, 139 Sayfa Bu tez 1990'lı yıllarda Avrupa Güvenlik ve Savunma Kimliği'nin (AGSK) ihdasım ve gelişimini incelemekte ve AGSK'mn neden kısa ve orta vadelerde NATO'ya karşı bağımsız bir Avrupa savunma ve güvenlik örgütü olarak geliştirilemeyeceğini irdelemeye çalışmaktadır. Bağımsız bir Avrupa savunması 1990'lı yıllarda ile günümüzde de Atlantik ötesi güvenlik ilişkisinin sorgulanmasına neden olmaya ve Avrupa'lı müttefikleri bölmeye devam etmektedir. Tezin ilk bölümü, Avrupa'lılann güvenlik ve savunma alanlarındaki eski teşebbüslerini ve Atlantikçilerle Avrupacılar arasında 1990'lı yılların başında Avrupa güvenliği, özellikle AGSK'mn ihdası meselesi hakkında cereyan eden tartışmayı tahlil etmektedir. Tezin ikinci bölümünde, AGSK'mn ihdası ve gelişimi ile ihdasından beri var olan sorunlar incelenecektir. Son bölüm bağımsız bir Avrupa savunmanın gerçekleştirilmesini engelleyen sorunların incelenmesine tahsis edilmiştir. Bu tez AGSK'mn AOGSP'mn kısa ve orta vadede Avrupalı müttefiklerin ABD'ye karşı güvenlik ve savunma alanında bağımsızlıklarım temin edebilecek bir güvenlik yapışma dönüşemeyeceği sonucuna varmaktadır.

ABSTRACT THE EUROPEAN SECURITY AND DEFENSE IDENTITY Çakmak, Aşkın M. S., Department of International Relations Supervisor: Prof. Dr. Hüseyin Bağcı December 2001, 139 pages The present thesis analyses the establishment and development of ESDI in the 1990s and will attempt to examine why ESDI/CESDP could not be developed in the short and middle terms as an autonomous European defense and security body vis-â-vis NATO. The establishment of an autonomous European defense was in the 1990s and actually continue to be a question putting into question the transatlantic security relationship and dividing the European allies o this topic. The first chapter of the thesis will analyze the former instances of European initiatives in the defense and security areas and also the Europeanist-Atlanticist debate in the early 1990s upon the European security, notably upon the issue to create or not ESDI. In the second part of the thesis, the emergence and development of ESDI will be examined with the problems existing since its establishment. The last part of the thesis is allocated to the analysis of the issues impeding the realization of an autonomous European defense. This thesis concludes that ESDI/CESDP would not be developed into a security structure which could ensure the autonomy of the European allies towards the United States in the short and middle terms.
