Özet
Bir kurumun gücü, çalışanların ve yöneticilerinin gücüyle ölçülür. Bu nedenle, bütün kurumlarda çalışanların eğitimi ve geliştirilmesinin özel bir önemi vardır. Kurum veya kuruluşlar birer sistemdir. Bu sistem içinde bütün parçalar birbirini tamamlar ve bir bütün şeklinde çalışır. Sistemin çalışmasın açısından da eğitim, önemli bir kurum faaliyetidir. Çağımızda hızla gelişen bilim ve teknoloji, birey ve toplum yaşantısını büyük ölçüde etkilemekte, sosyal kurumların yapı ve fonksiyonlarını da değişikliğe zorlamak tadır. Eğitim tek bir süreç olmamakla birlikte, kişinin ve toplumun sosyal ve ekonomik gelişme ve değişmelere uyabilmesini sağlayan iyi bir araçtır. Hava Kuvvetleri Komutanlığında her seviyedeki görevlerin başarıyla yapıla bilmesi için eğitilmiş, bilgili insan gücüne gereksinim vardır. Teknolojinin çok yüksek, kullanılan araç ve malzemenin çok pahalı olması nedeniyle eksik / yetersiz bilgiden kaynaklanan personel ve malzeme kayıplarına tahammül yoktur. Ülke savunması gibi mutlak başarıya endeksli bir görevde eğitim eksikliğine bağlı başarısızlıklardan bahsetmek mümkün değildir. Hava Kuvvetlerinde personelin yetiştirilmesinde; kurumun kuruluşundan bugünlere kadar eğitime verilen önem, uygulanan eğitim sistemleri ve değerlendirilmesi incelenmiştir. Bu kurumda görevlerin ve hizmetlerin yürütülmesinde önemli bir yeri bulunan astsubaylara uygulanan eğitim sistemlerinden elde edilen başarının, astsubaylar yönünden değerlendirilmesi ele alınmıştır. Eğitimin sonuçlarına ulaşmak için, veri kaynağı olarak anket uygulanmasından yararlanılmıştır. Yapılan araştırmada; sonuç çıkarmaya yönelik, hipotezi bulunmayan tanımlayıcı veri analiz tekniği kullanılmıştır. Anket sonuçlan değerlendirildiğinde, astsubaylar uygulanan eğitim sistemlerinin önemine ve kendileri açısından yararlarına çoğunlukla katıldıkları belirlenmiştir. Bu araştırmayla eğitim uygulamaları sonucunda ortak özelliklerin belirlenmesi amaçlanmıştır. Eğitim uygulamalarına yönelik elde edilen sonuçların, insan kaynaklan fonksiyonunun gelecekteki eğitim planlamalannı yapacak birimler tarafından kurum amaçlan doğrultusunda dikkate alınacağı değerlendirilmektedir. n

The power of an organisation is measured with the power of it's staff and managers. For that reason it is especially important to train all the staff working at all institutions. An organisation or institutions is a system in which all parts complete one another and works as a whole. Training is also important with regard to a system's operation. Sciens and technology developing very fast in our age have a great effect over individuals and societies, and force social institutions to make structural and functional changes. Traning is not only a process, but also a good tool which enabels individuals and socities to adjust to social and economical changes. The Turkish Air Force Command needs tranied, qualified and learned pesonnel to accomplish it's jobs at every level. Casualties and loss of equipment on account of insufficient or incomplete information can't be tolerated because the technology is high and equipment and tools which are used are very expensive. There is no question of a falilure resulted from a training deficiency at a job like the country defence which requires absolute success. In the education of the Turkish Air Force personnel, the importance given to the education, education systems which have been applied and the evaluation of those systems since the foundation of the Air Force have been studied. The success of the education systems applied to Non Commissioned Officers who have an important function in the execution of the duties and services in the Air Force has come up from the NCO's point of view. In order to reach the results of he education, an application of questionaire has been benefited from as a data source. In the conducted inquriy a descriptive data tecnique of analysis which has no hypothesis concerning deduction has been employed. Having evaluating the results fo the questionaire, it was determined that NCO's usually agree on the importance of the applied education systems and benefits in favour of NCO's. With this inquiry, it was aimed to determine the common characteristics at the end of the education applications. It has been thought that units which will make future education plans for the function of the human sources will take the results concerning education applications into consideration in favour of the organisations. in
