Özet
Dünya üzerindeki üretimsel ve ekonomik aktiviteler, şehirciliği her dönemde etkilemiş ve bu etkiler sonucunda çeşitli süreçler yaşanmıştır, sanayi devriminin yaratmış olduğu güçlü kapital birikim, metropolitenleşmeyi teşvik etmiş, bunun sonucunda insanlar büyük hızlarla lordan kente doğru göç etmeye başlamıştır. Dikkatlice incelendiğinde, aslmda dünyamız ancak son elli yılda kentsel bir alan olmaya başlamıştır. 2. Dünya Savaşı'ndan sonra, gelişmiş ülkelerin metropoliten alanlarının ekonomik kalkınması sonucunda, servis sektörü hızla büyümüş, kentleri ve kent merkezlerini hiç olmadığı kadar değiştirmiştir. Kuzey Amerika ve Batı Avrupa'da yaşanmış olan bu ekonomik transformasyon (değişim), pek çok kişi tarafından hizmet sektörünün, sanayi sektörünün yerini alması şeklinde değerlendirilmiştir. Bu yer değiştirme ancak 19. yüzyıldaki sanayi devriminin, şehirlerin temel fonksiyonlarını ve iş gücü dağılımlarım etkileyerek ve yeni bir şehir formu yaratarak, şehirlerin bölgesel büyüme potansiyeli üzerinde yarattığı, hiçbir gücün erişemeyeceği o etki ile karşılaştınlabilir. Benzer şekilde, sanayi sonrası ekonomik transformasyon süreci de, şehirlerin fonksiyonlarını radikal bir şeklide değiştirmiş, ekonomik faaliyetlerin mekansal dağılımını etkileyerek, şehirlerin ve merkezlerinin köhnemesine yol açmıştır. Bu süreç 19. Yüzyıldan beri ülkemizde de yaşanmakta olup, İstanbul Tarihi Yarımadası üzerinde çok yıpratıcı sonuçlan görülmüştür. Bu tez çalışmasının amacı, dünyada ve ülkemizde yaşanan bu süreci ortaya koyarak, bu sürecin iyi ve kötü yönlerini bulmak ve Tarihi Yanmada'nm içinde bulunduğu olumsuz koşullardan kurtarmak için uygulanabilecek bir yöntem geliştirmektir. Çalışmanın birinci bölümünde yapılan araştırma hakkında kısa bir bilgi verilmiştir. Çalışmanın ikinci bölümünde,“metropolitenleşme kavramı”ve dünya şehirlerinin yaşadığı“metropolitenleşme süreci”anlatılmaktadır. Üçüncü bölümde,“şehir merkezi kavramı”ve şehir merkezlerinin Eski Çağ yerleşimlerinden günümüze ne gibi değişimlere uğradığı incelenmektedir. Yine bu bölüm içinde günümüz şehir merkezlerinin hangi nedenlerle“dönüşüme”uğradığı ve“yeniden yapılanmaya”ihtiyaç duyduğu, bu değişimin temel kaynağı olan XI“globalleşme ve globalleşme süreci”anlatılmakta, farklı ülkelerin şehir merkezlerinin yeniden yapılanmada izledikleri yöntem ve uygulamalar örneklerle acılanmaktadır. Dördüncü bölümde, İstanbul özelinde, ülkemizin 19. Yüzyıldan günümüze kadar geçirdiği“metropolitenleşme süreci”anlatılmakta ve İstanbul'un dünyada yaşanmakta olan“globalleşme sürecinin”neresinde olduğu sorusuna yanıt aranmaktadır. Yine bu bölüm de, İstanbul'un kent merkezinin değişimi incelenmektedir. Beşinci bölümde, çalışma alanı olarak seçilen Tarihi Yanmada da yapılan sosyal ve fiziksel analizler ortaya konmuş, bölgenin içinde bulunduğu köhne durumdan kurtarılması için bu analizlerin yorumlan yapılmıştır. Altıncı bölümde ise analizlerden çıkanlan sonuçlar yardımıyla, İstanbul Tarihi Yanmadası'nın yeniden yapılandınlması için öneriler ortaya konmuştur. XII

During all stages of urban history, financial and manufacturing facilities over the globe has always effected on urbanization. The strong wealth that was gained during the early periods of industrial revolution has promoted metropolitan growth and due to this process, people has started migrating from rural areas to the urban areas. In fact, if it is carefully examined, it is obviously seen that, the world has only been an urban place for the last fifty years. After the 2. World War, as a result of the economic growth in metropolitan areas of the developed countries, service sector has grown rapidly and the cities with their“Central Business Districts”has undergone some dramatic changes. The transformation which has taken place in North America and in Western Europe was considered as the displacement of industrial activities with service sector facilities. This process can only be compared with the drastic influences of industrial revolution in the 19. Century, which changed the basic functions and the regional growth potential of the cities by creating a new urban form. With similar to the industrial revolution, post-economic transformation process has radically changed the functions of the urban areas by effecting the locational distribution of economic activities and leaving city centers to be dilapidated. This process has also been taking place in Turkey and the destructive effects of this process gave harm to the Historic Peninsula of Istanbul. The main aim of the research is to find out the global economic process which occurs both over the globe and in Turkey, to prepare a method for fostering the Historic Peninsula of Istanbul with the help of finding the advantages and disadvantages of this process. The first chapter of the research is a brief introduction to the study. In the second chapter, metropolitan growth that takes place over the world is examined. In the third chapter of the study,“Central Business District”concept is defined and the history of the development and the transformation of urban cores are examined Xlllfrom the oldest settlements to today's urban life. Moreover, in this phase, the reasons beneath the decline in distressed urban cores and the need for the redevelopment is taken into research. Also, globalization process, which is one of the most important factors behind the transformation is analyzed and different practices of revitalization and redevelopment from the world cities are examined on examples. In chapter four, the metropolitan process of Turkey from 19. Century to today is examined with the help of Istanbul, and the position of Istanbul through the process of globalization is tried to be set out. The transformation of Istanbul's commercial district is also analyzed in this phase. In the fifth chapter of the study, social and physical analyses are tested to find out the most appropriate solution to revitalize and fostering of Historic Peninsula. In the sixth chapter, the hypothesis are tested via findings from the case study, and a proposal is made for the redevelopment of Historic Peninsula by mitigating damaging factors effecting on the area.
