Üniversitesi : İstanbul Teknik Üniversitesi Enstitüsü : Fen Bilimleri Anabilim Dalı : İşletme Mühendisliği Programı : İşletme Mühendisliği Tez Danışmanı : Prof. Dr. Nurhan YENTÜRK Tez Türü ve Tarihi : Yüksek Lisans - Haziran 2001 ÖZET AVRUPA BUILIGI VE KOBI'LER Gürkan SAVAŞKAN Bu çalışmada, dünyada meydana gelen değişimler doğrultusunda KOBİ'lerin artan önemi incelenmiş, dünya içerisinde büyük bir ekonomik, sosyal ve siyasal güç haline gelmekte olan Türkiye'nin, coğrafi yapısı itibarı ile ve dünyadaki değişimle, bir Birliğe üye olmasının gerekliliği doğrultusunda, katılması gerektiği Avrupa Birliği içerisinde KOBİ'lere bakış açısı, mevcut durum ve izlenen politikalar incelenmiş, Türkiye'de Avrupa Birliğine entegrasyon sürecinde bu alanda yapılabilecek çalışmalara ve avantaj yaratmaya bir ölçüde temel oluşturulmuştur. Türkiye ve Avrupa Birliği' nde KOBİ'lerin tanımı, yapısı, gelişimi, ekonomi içindeki payı, mevcut durumu ve uygulanan politikalar, faaliyet ve desteklerden bahsedilmiş, yaşadıkları sorunlar ve bu sorunları aşmaya yönelik geleceğe yönelik stratejiler ve çalışmalar konusundaki gerekler hakkında bUgi verilmiştir. Türkiye'nin Avrupa Birliği ile entegrasyon sürecinde KOBİ'leri açısından bir değerlendirme yapılarak, KOBİ'lerin bu süreçteki rolü ve önemi açıklanmıştır. Türkiye'deki KOBİ'lerin AB sürecinde karşılaşacakları sorunlar ve bu sorunların aşılması için yapılan ve yapılması gerekli konular açıklanmıştır. Günümüzde yaşanmakta olan ekonomik, sosyal ve teknolojik gelişmeler ile birlikte işletme yapıları değişerek yeni boyutlar kazanırken, bu yapı içerisinde küçük ve orta boy işletmeler giderek önem kazanmaktadır. Tek Pazar hedefi olan Avrupa Birliğinde işletmeler, özellikle de KOBİ'ler için uygun çevrenin yaratılması ile geliştirilmeleri için yapılan çalışmalar doğrultusunda Birlik bazında ve üye ülkelerde pek çok programlar geliştirilmekte, yönlendirme ve destekleme çalışmaları yapılmaktadır. Birlik bu konuda hedef Pazar olarak gördüğü ülkeler için de karşılıklılık prensibi altında desteklemelerde ve çalışmalarda bulunmaktadır. Türkiye'deki KOBİ'ler daha xıçok emek yoğun yapıları, teknolojik yetersizlikleri ve en önemlisi de finansman sorunları ile geleceğin KOBİ'lerini gerçekleştirecek güce henüz erişememişlerdir. Son yıllarda konunun önemi anlaşılarak bu işletmelere yönelik çalışmalar hızlandırılmış ve pek çok kuruluş, kaynak ve program faaliyete geçirilmiş ve halen geçirilmektedir. 1999 yılı itibarı ile Avrupa Birliğine adaylık statüsü kabul edilen Türkiye'de, pek çok kriter açısından yol alması gereken zorlu ancak aşılabilir bir süreç başlatılmıştır. Türkiye bu entegrasyon sürecinde her alanda olduğu gibi ekonomi, sanayi ve bu çalışmanın konusu olan KOBİ'ler konusunda eksikliklerini tamamlayarak, hem bu işletmelerin sağlam ve güçlü bir yapıya kavuşturulmasını, hem ülkemiz içindeki ekonomik, sosyal ve politik yapının güçlenmesini, hem de Avrupa Birliği Ue olan rekabet düzeyini arttırmayı sağlayacaktır. Çalışmada KOBİ'lerin rekabet gücünün nasıl arttırılacağı konusu AB'ne entegrasyon sürecinde gerçekleştirilecek KOBİ politikaları açısından değerlendirilmiştir. Sonuç olarak uluslararası pazarlara açılmanın dolay ısı Ue AB'ne entegrasyonun KOBİ rekabet gücünün artması ile hızlanacağı görülmüştür.

University : Istanbul Technical University Institute : Institute of Science and Technology Science Programme : Management Engineering Programme : Management Engineering Supervisor : Prof. Dr. Nurhan YENTÜRK Degree Awarded and Date : MSc- June 2001 SUMMARY THE EUROPEAN UNION AND SME'S Gfirkan SAVAŞKAN In this study, the increasing importance of Small and Medium Sized Enterprises are examined according to the changes occurred around the world; Turkey's target view, the present situation and policies applied to the SME's are examined under a view of Turkey's integration to European Union with a need of participating to a Union and Turkey's critical geographical structure as also going to be a great economic, social and political power in the world in the near future, a basic knowledge is being tried to be formed for studies going to be done in Turkey during the integration period to the EU and creating an advantage. Herewith it has been discussed about the profit of SME's to the economies, polices, facilities, supports and programs applied to the SME's in the EU, the development of those applications and the upcoming strategies towards the future. Also the definition, structure, development, role within the economy, present situation, applied policies, facilities and supports and the problems of SME's both in Turkey and EU is given, information is given for the needs to overcome those problems with upcoming strategies and studies towards the future. The role and importance of SME's during the integration period of Turkey to the EU is given by making a general evaluation for the SME's. The problems that the SME's of Turkey may going to face with during the EU period and the subjects that have done and shall be done for overcoming these problems are mentioned within this study. While company structures are obtaining new dimensions by changing with the economical, social and technological developments of today, SME's are gaining much more importance day by day within this structure. Lots of programs are being developed, managing and supporting studies are being done within the Union according to -XUl-the studies being done for creating and developing a suitable environment for companies, especially for SME's at the EU, which has a common market target Under the principle of protecting the mutual benefits, the Union is also performing supports and studies for the countries that are thought as target markets. The present SME's in Turkey still cannot have the power yet to obtain the SME's of the future because of their labor style structure, technological insufficiencies and especially financial problems. But within the past few years the importance of this subject is understood and the studies concerning those enterprises are gained a speed, many establishments, sources and programs are activated and still being done. By the exception of Turkey as a nominee for the EU with the year 1999, a period that is difficult but although can be easily overcame is started regarding to handle lots of criterion. Turkey shall complete its deficiencies in every area like economy, industry and the main subject of this study, SME's, by this way SME's will gain a stable and strong structure, the economical, social and political structure of Turkey will be stronger and also our competition level with EU will increase. The subject of how to increase the competition power of SME's is evaluated from the SME's policies going to be realized within the EU integration period point of view. As a result it is observed that expanding to the international markets, consequently integration to the EU will speed up with the increasing competition power of SME's.
