Özet
ÖZET MALİYET + KAR USULÜ İLE YAPILAN BİR ÜNİVERSİTE İNŞAATI' NDA LOJİSTİK DEPARTMANI VE OTOMASYONA GEÇİŞ SİSTEMİ Bu tez kapsamında, maliyet + kar proje sözleşmesine sahip, Üniversite Kampus yapım çalışmasında, Proje sözleşmesinden doğan prosedürler doğrultusunda Lojistik Departmanı işleyişi ve Departman işleyişini geliştirmek amacıyla tasarlanarak sisteme adapte edilen otomasyona geçiş sistemi, mevcut sisteme katkıları ile birlikte incelenmiştir. Lojistik Mühendisi olarak görev aldığım Üniversite Kampus inşaat yapım projesinde Lojistik Departmanı işleyiş prosedürleri, literatürde tanımlanan lojistik destek işlevlerinin belirtilmesinin ardından açıklanmıştır. Etkin proje yönetim sistemlerinin, amaç doğrultusunda geliştirilerek Kritik Stok Takibi ve Malzeme Maliyet Kontrolü hedeflerine ulaşan otomasyona geçiş sistemlerinin tasannu ile işletmeye alınması tarafıma aittir. Bahsi geçen sistemin dizayn ve işletmeye alınması aşamasında; Proje sözleşmesi, İnşaat Sektörü' nün değişken yapısı ve insan faktörünün bu tip sistemlere etkisi gözlenmiş ve kullanılmaya başlanan sistem içerisinde geliştirilerek etkin proje yönetim anlayışı doğrultusunda Lojistik Departmanı işleyişi içinde yerini almıştır. Aşağıda bölüm içerikleri açıklanmıştır : 1. Bölümde; profesyonel proje yönetim anlayışlarının İnşaat Sektörü' ndeki önemi ve lojistik sistemlerine etkisi açıklanmıştır. 2. Bölümde; Üniversite Projesi, organizasyon yapısı ve işveren - kontrollük - yüklenici - altyüklenici bağlantıları ile yükümlülükleri açıklanmıştır. 3. Bölümde; literatür olarak lojistik desteğin geçmişi ve önemi, lojistik tanımlan, prensipleri ve İnşaat Sektörü' nde lojistik departmanlannın kuruluş amaçlan ve işlevleri açıklanmıştır. VI4. Bölümde; literatür tanımlan ve ihtiyaç doğrultusunda oluşturulan Üniversite Projesi Lojistik Departmanı' nın kuruluş amaçlan, takip ettiği prosedürler ve çalışma prensipleri açıklanmıştır. 5. Bölümde; Üniversite Projesi Lojistik Departmanı' nda profesyonel proje yönetim yaklaşımlan ve Departman ihtiyacı doğrultusunda geliştirilen otomasyona geçiş sistemi ve sağladığı katkılar açıklanmıştır. 6. Bölümde; İnşaat Sektörü' nde otomasyon sistemlerinin gelişmesi ve geleceği, inşaat Sektörü' nün esnek yapısı, insan faktörü dikkate alınarak incelenmiştir. 7. Bölümde; sonuç olarak etkin proje yönetim anlayışlannın lojistik destek ve otomasyon sistemleri ile birleştirilerek ortaya çıkartılan faydaların Üniversite Projesi ve İnşaat Sektörü geneli üzerine olumlu etkisi açıklanmıştır. SUMMARY LOGISTICS DEPARTMENT ACTIVITIES AND IMPLEMENTING AUTOMATION SYSTEMS TO ITS PROCEDURES IN A 'COST + PROFIT' UNIVERSITY CAMPUS DEVELOPMENT PROJECT During this study, procedures merging from the cost + profit Project contract and the activities of the Logistics Department will be discussed along with the automation system which is designed due to the desires of the Project and the modern project management systems, with the benefits of the automation system to the logistics department abilities. Having worked as the Logistics Engineer through the University Campus Development Project, procedures followed and activities undertaken are discussed after explaining accepted definitions and goals of logistical support. As the body of the automation system, the software program which is designed by me is introduced as a development to the current logistics system of the Project. The program mainly functions as a Critical Stock Level and Resource Cost Control tool and during the design phase the importance of cost + profit project procurement system restricts, variables of Construction Industry and the effect of human factor is recognized to alter or revise the automation system due to specified needs of the Project and project management techniques. The contents of the Parts are explained below : 1. Part; discusses the role and importance of project management systems on Construction Industry and its reflection to logistical systems. 2. Part; consists of the presentation of the University Campus Development Project with the organisational chart of the contractor as well as the relations and responsibilities of the parties involved. 3. Part; contains the definitions and merging reasons of logistical support in the past, with the reasons and aims of establishing logistics departments through the Construction Industry. 4. Part; consists of the goals of Logistisc Department formed in the University Campus scheme and the procedures followed to achieve so. VIII5. Part; discusses the need of a automation system due to project management and procurement system as well as the specific Project requirements and system' s capabilities. 6. Part; contains the progress and future development of such automation systems through the Construction Industry, bearing in mind the fact of variables of the Industry and effects of human factor on both Industry and automation systems 7. Part; results and summarizes the incomes of effective project management and procurement systems on both logistical support and on automation systems, considering University Campus Development Project and the Construction Industry as a whole.
