Özet
İnşaat projelerinin ölçeği ve karmaşıklığı arttıkça, projelerin başarıyla tamamlanması hedefi yalnızca süre, maliyet ve kalite gibi geleneksel proje unsurlarının değil; çevresel etki ve iş güvenliği riski gibi farklı unsurların da birlikte ele alındığı iş programlarının geliştirilmesini gerektirmiştir. Ancak bu proje unsurları arasında en uygun sonuca ulaşmak, aralarındaki ödünleşim ilişkileri nedeniyle çok amaçlı bir optimizasyon problemine dönüşmektedir. Örneğin proje süresinin kısaltılması maliyeti yükseltirken, maliyetin azaltılmasına yönelik çabalar süreyi uzatabilmekte ya da kaliteyi ve iş güvenliği riskini olumsuz etkileyebilmektedir. Bu nedenle, etkili bir proje yönetimi, projede dikkate alınan unsurlar arasında dengeli bir uzlaşmanın kurulmasına bağlıdır. Geleneksel zaman-maliyet ödünleşim problemleri üzerine literatürde çok sayıda araştırma yürütülmüş ve bu çalışmalarda çoğunlukla sezgisel optimizasyon yöntemleri kullanılarak çeşitli modeller geliştirilmiştir. Ancak, bu yöntemler genellikle çok sayıda alternatiften oluşan geniş Pareto-optimal çözüm kümeleri üretmektedir. Pareto kümesinin genişliği, proje yöneticilerinin birbiri üzerinde tam baskınlık kuramayan alternatifler arasından en uygun tekil çözümü belirlemesini zorlaştırmakta ve karar alma sürecini güçleştirmektedir. Ayrıca, elde edilen geniş çözüm kümelerinin sistematik ve nesnel biçimde değerlendirilmesi aşamasında Çok Kriterli Karar Verme (ÇKKV) yöntemlerinin kullanımının literatürde sınırlı kaldığı tespit edilmiştir. Söz konusu araştırma boşluğu; birbiriyle çelişen proje unsurları arasındaki ödünleşimleri eşzamanlı ve nesnel biçimde değerlendirerek karar vericiye en uygun tekil çözümü sunan ÇKKV tabanlı bir modele duyulan ihtiyacı ortaya koymaktadır. Bu tezin amacı; inşaat projelerinde süre, maliyet, kalite, çevresel etki ve iş güvenliği riski unsurları arasındaki ödünleşim problemi için ÇKKV yöntemlerini bütünleştiren çok amaçlı optimizasyon modeli geliştirmektir. MATLAB ve Microsoft Excel platformlarında geliştirilen model, tanımlanan çelişkili unsurları tek bir çatı altında ve eşzamanlı olarak değerlendirmek üzere tasarlanmıştır. Önerilen model, (1) proje tanımlama, (2) iş programı ve (3) optimizasyon olmak üzere birbirini izleyen üç modülden oluşmaktadır. Proje tanımlama modülünde modelin yürütülmesi için gerekli tüm girdiler ve kısıtlar sayısal biçimde tanımlanmakta; iş programı modülünde farklı yapım yöntemi kombinasyonları için alternatif iş programları üretilmekte; optimizasyon modülünde ise bu alternatif iş programları ÇKKV yöntemleriyle değerlendirilerek en uygun çözüm belirlenmektedir. Önerilen model, inşaat proje yönetimi alanındaki önceki modellerden birkaç temel yönüyle ayrışmaktadır. İlk olarak, literatürdeki yaygın yaklaşımın aksine herhangi bir sezgisel optimizasyon yöntemi kullanılmamakta; problem tümüyle ÇKKV temelli bir kurguyla ele alınarak küçük ve orta ölçekli projelerde tüm olası kombinasyonlar üretilip değerlendirilmektedir. İkinci olarak, proje unsurlarının ağırlıklarını nesnel biçimde belirlemek için CRITIC (Criteria Importance Through Intercriteria Correlation) yönteminin yanı sıra, kriterler arası karmaşık etkileşimleri üstel eğri fonksiyonlarıyla modelleyen MIEXCF (Measurement Relying on the Impacts of an Exponential Curve Function) yöntemi kullanılmaktadır. Önerilen model, çevresel etki ve iş güvenliği riski unsurları için mevcut literatürden ayrışan özgün matematiksel formüller sunmaktadır. Modelin çevresel etki optimizasyonu, yalnızca kümülatif karbon salınımı miktarına odaklanmak yerine; günlük karbon emisyonu yoğunluğu ile karbon salınımının proje süresine dağılımını dikkate alarak belirli aşamalardaki ani çevresel yüklerin tespit edilmesine olanak tanımaktadır. İş güvenliği riski ise zaman baskısı faktörü entegre edilerek modellenmiş; ayrıca, toplam proje iş güvenliği riski hesaplamalarında yüksek şiddetli tekil riskleri belirginleştiren bir yaklaşım izlenerek, çok sayıdaki düşük şiddetli riskin sayısal baskınlık kurarak yüksek şiddetli tekil riskleri etkisizleştirmesi analitik olarak engellenmiştir. Önerilen modelin uygulanabilirliği ve etkinliği iki farklı vaka üzerinde doğrulanmıştır. Birinci vaka literatürden uyarlanan 11 aktiviteli bir projeyi (9.216 kombinasyon), ikinci vaka ise bu çalışma kapsamında özel olarak kurgulanan 20 aktiviteli bir projeyi (1.048.576 kombinasyon) kapsamaktadır. Her iki vaka üzerinde uygulanan çapraz optimizasyon süreci sonucunda dört farklı sıralama seti (CRITIC-MAIRCA, CRITIC-COCOSO, MIEXCF-MAIRCA, MIEXCF-COCOSO) elde edilerek sonuçlar kapsamlı bir biçimde analiz edilmiştir. Elde edilen bulgular, projede stratejik olarak önceliklendirilen hedeflere bağlı olarak seçilmesi gereken optimum sonucun değiştiğini göstermektedir. Model kapsamında bütünleşik olarak kullanılan ağırlıklandırma (CRITIC ve MIEXCF) ve sıralama (MAIRCA ve COCOSO) algoritmalarının istatistiksel uyumu incelendiğinde; kurulan farklı yöntem setlerinin, değişen proje ölçeklerinde dahi birbirleriyle %90'ın üzerinde yüksek bir korelasyon sergileyerek tutarlı ve kararlı sıralamalar ürettiği tespit edilmiştir. Zaman, maliyet ve kalite gibi demir üçgen unsurlarının yanı sıra, çevresel etki ve iş güvenliği riski gibi sürdürülebilirlik ve güvenlik odaklı unsurların tamamının eşzamanlı olarak optimizasyon sürecine entegre edilmesi; karar verme dinamiklerini güncel proje yönetimi gereksinimleriyle uyumlu hale getirerek projelerin tüm paydaşlar açısından daha dengeli ve bütüncül bir yaklaşımla ele alınmasını sağlamıştır. Sonuç olarak önerilen ÇKKV tabanlı model, proje yöneticilerinin sezgisel algoritmalar tarafından üretilen geniş Pareto kümeleri karşısında yaşadığı karar verme güçlüğünü gidererek, birbiriyle çelişen proje unsurlarını analitik bir çerçevede optimize eden tekil bir uzlaşma çözümü sunmaktadır. Böylece bu tez çalışması, inşaat projelerindeki karar verme süreçlerini rasyonel ve sistematik bir zemine oturtmakta; projelerin başarı, iş güvenliği ve sürdürülebilirlik odaklı performansının eşzamanlı olarak geliştirilmesine katkı sağlamaktadır.

As the scale and complexity of construction projects increase, the successful completion of these projects requires the development of schedules that concurrently consider traditional factors such as time, cost, and quality, as well as additional factors such as environmental impact and safety risk. However, achieving an optimal outcome among these conflicting objectives is a multi-objective optimization problem as a result of their inherent trade-off relationships. For example, the cost of a project could increase as the project schedule is accelerated, while efforts to reduce costs may adversely affect quality and safety performance or extend the duration. Therefore, efficient project management depends on achieving a balanced compromise among all evaluated project objectives. Traditional time-cost trade-off problems have been the subject of extensive research, with heuristic optimization methods being the primary approach used to develop a variety of models. Nevertheless, these methods inherently generate extensive Pareto-optimal solution sets containing numerous alternatives. The wide range of the Pareto front renders it inherently challenging for project managers to identify the optimal singular solution among non-dominated alternatives, thus complicating the decision-making process. In addition, a critical review of the literature demonstrates that Multi-Criteria Decision-Making (MCDM) methods are not widely used in the systematic and objective evaluation of these extensive solution sets. This research gap highlights the necessity for an MCDM-based model that simultaneously and objectively evaluates the trade-offs among conflicting project objectives to provide decision-makers with the most appropriate single compromise solution. The primary objective of this thesis is to develop a multi-objective optimization model that incorporates MCDM methods to address trade-off issues in construction projects, including the time, cost, quality, environmental impact, and safety risk. The model, developed using MATLAB and Microsoft Excel, is designed to evaluate the specified conflicting objectives concurrently in a unified framework. The proposed MCDM-based multi-objective trade-off model consists of three modules: (1) the Project Definition Module, (2) the Scheduling Module, and (3) the Optimization Module. The Project Definition Module serves as the foundational data interface, where all project-specific constraints, precedence relationships, and alternative construction methods are provided as input. Within this scope, unique and mathematically precise objective functions were developed to thoroughly represent real-world construction dynamics. The Scheduling Module exhaustively generates all possible combinations of construction methods across the project network, computes CPM (Critical Path Method) variables, and calculates the exact values for the five objective functions for each generated schedule. The Optimization Module evaluates all generated alternative schedules using MCDM methods to identify the optimal solution. To eliminate human subjectivity, objective criteria weights are assigned using two distinct methods: CRITIC (Criteria Importance Through Intercriteria Correlation), which leverages standard deviations and contrast intensities, and MIEXCF (Measurement Relying on the Impacts of an Exponential Curve Function), a novel integral-based approach that captures non-linear interactions among conflicting criteria. Following weight assignment, the complete set of combinations is ranked using two MCDM methods: MAIRCA (Multi-Attributive Ideal-Real Comparative Analysis) and COCOSO (Combined Compromise Solution). The proposed model differs from previous models in construction project management in several aspects. In contrast to the prevalent approach in the literature, this approach does not utilize any heuristic optimization algorithm; rather, it is entirely based on an MCDM framework, employing a complete enumeration method to generate and assess all potential combinations for small- and medium-scale construction projects. Secondly, the model uses the CRITIC method and the MIEXCF method to objectively determine the weights of the project objectives. Moreover, the proposed model presents innovative mathematical formulations for environmental impact and safety risk, differing from traditional literature. Instead of solely focusing on total carbon emissions, the environmental impact optimization quantifies daily emission intensity and the temporal distribution of emissions throughout the project duration, enabling the detection of sudden environmental burdens at specific stages. The safety risk is quantified by incorporating a time-pressure variable; furthermore, by adopting an approach that emphasizes severe singular risks during the total project safety risk calculation, the mitigation of these severe singular hazards by the numerical prevalence of multiple low-severity risks during aggregation is analytically prevented. The applicability and effectiveness of the proposed model were validated through two distinct case studies. The first case is an 11-activity project that has been adapted from the literature, resulting in 9,216 combinations. The second case is a 20-activity project that has been specifically designed for this study, resulting in 1,048,576 combinations. After implementing a cross-optimization process for both cases, four unique ranking sets (CRITIC-MAIRCA, CRITIC-COCOSO, MIEXCF-MAIRCA, MIEXCF-COCOSO) were generated, and the results were comprehensively analyzed. The findings indicate that the optimum combination to be selected varies significantly depending on the strategic priorities of the project. An examination of the statistical consistency of the integrated weighting (CRITIC and MIEXCF) and ranking (MAIRCA and COCOSO) algorithms demonstrates that the various method sets yield highly correlated (over 90%), consistent, and stable rankings, regardless of project scale variations. The optimization process is more aligned with contemporary project management requirements by incorporating sustainability and safety-oriented criteria, namely environmental impact and safety risk, alongside the traditional iron triangle (time, cost, quality) objectives. This ensures that projects are evaluated through a more balanced and holistic approach for all stakeholders. In conclusion, the proposed MCDM-based model alleviates project managers from the challenge of selecting a solution from the extensive Pareto sets generated by heuristic algorithms and instead presents a single solution that balances multiple objectives on an objective basis. This model enables decision-makers to simultaneously optimize traditional objectives like time, cost, and quality alongside additional objectives such as environmental impact and safety risk within a unified framework. Thus, the model establishes a foundation for decision-making mechanisms in construction projects that is objective and systematic, thereby enhancing the success, safety, and sustainability of the project. The present scope of the thesis also points to two potential areas for future research. While the exhaustive enumeration of combinations is efficient in small and medium scale projects, the computational load may increase for larger and more complex networks. In such cases, hybrid approaches would be advantageous. Furthermore, all project inputs are regarded as constant values in the current model. The incorporation of fuzzy MCDM methodologies in future studies may enhance its ability to depict the uncertainties faced on construction sites.
