Özet
Fotoğraf, 1839 yılında Fransız asıllı diorama sanatçısı Louis Mande Daguerre tarafından icat edilmiştir. Osmanlı Devleti'nin fotoğrafla ilk tanışması ise yabancı seyyahlar vasıtasıyla gerçekleşmiştir. Fotoğraf dönemin padişahları tarafından büyük bir ilgiyle karşılanmış ve kısa sürede bir furya haline gelmiştir. Fotoğrafın Osmanlı bürokrasisindeki ilk kullanım alanı asayiştir. Fotoğrafın Osmanlı Devleti'nde asayişle ilgili olarak kullanıldığı ilk uygulama mahkûm fotoğrafçılığıdır. Bu uygulamanın sonucunda fotoğrafın şahıs tespitini oldukça kolaylaştırdığı anlaşılmış ve dönemin bir diğer asayiş sorunu olan eşkıyayla mücadelede de yine fotoğraftan yararlanılmıştır. Fotoğraf sürecin başında geleneksel uygulamalara ek bir araç niteliğinde kullanılmıştır. İlerleyen dönemde yaşanan teknolojik gelişmelerin de etkisiyle daha kolay erişilebilir bir hale gelen fotoğraf, asayiş alanında kullanılan en önemli araçlardan biri haline gelmiştir. Fotoğrafın aktif bir propaganda aracı olarak kullanılması ise ancak 19.yüzyılın sonlarında mümkün olabilmiştir. Gelişen baskı teknolojileriyle birlikte basında kendisine sıklıkla yer bulur hale gelen fotoğraf, kısa zamanda propaganda çağının en etkili araçlarından biri olarak öne çıkmıştır. Fotoğrafın Osmanlı Devleti'nde bir savaş propagandası aracı olarak kullanılması ise Trablusgarp Savaşı'yla birlikte başlamıştır. Osmanlı Devleti tarafından Trablusgarp Savaşı boyunca yürütülen propaganda yayınları, bazı küçük sorunların dışında propaganda yayınlarının gerektirdiği bütün gereksinimlere sahiptir. Osmanlı basını süreç boyunca yayınlamış olduğu fotoğraflarla birlikte İtalyanların yürütmekte olduğu propagandaya karşı cevap vermiştir. Trablusgarp Savaşı boyunca yürütülen propaganda yayınlarından elde edilen tecrübe, ilerleyen dönemde gerçekleşecek olan savaşlar boyunca yürütülecek olan propagandanın temelini oluşturmuştur. Fotoğraf daha sonrasında Birinci Balkan Savaşı boyunca yürütülecek olan savaş propagandasının da en etkili araçlarından biri olarak öne çıkmıştır. Fotoğrafın Osmanlı Devleti'nde bir propaganda aracı olarak kullanıldığı son dönem ise Birinci Dünya Savaşı yıllarıdır.

The photograph was invented in 1839 by the French diorama artist Louis-Mandé Daguerre. The photograph was introduced to the Ottoman Empire by foreign travellers. Photo was met with great interest by the sultans of the time and quickly became a trend. The first area in which photography was used within the Ottoman bureaucracy was public order. The first application of photography in the Ottoman Empire in relation to public order was the practice of photographing prisoners. As a result of this practice, it was realised that photography greatly facilitated the identification of individuals, and it was also utilised in the fight against banditry, another public order issue of the time. Initially, photography was used as a supplementary tool to traditional methods. As technological advancements made photography more accessible over time, it evolved into one of the most important tools used in the field of public order. It was not until the late 19th century that the photograph could be used as an active tool of propaganda. As printing technologies advanced, the photograph began to feature frequently in the press and soon emerged as one of the most effective tools of the propaganda era. The use of the photograph as a tool of war propaganda in the Ottoman Empire began with the Tripoli War. The propaganda publications issued by the Ottoman Empire throughout the Tripoli War met all the requirements of such publications, apart from a few minor issues. Through the photographs it published during this period, the Ottoman press responded to the propaganda being waged by the Italians. The experience gained from the propaganda publications during the Tripoli War formed the basis for the propaganda to be conducted in subsequent wars. Photography subsequently emerged as one of the most effective tools of war propaganda during the First Balkan War. The final period in which photography was used as a propaganda tool in the Ottoman Empire was during the years of the First World War.
