Railway systems have become one of the principal components of contemporary urban and intercity transportation. Continued urbanisation, rising passenger demand, the digital transformation of mobility services, and the growing emphasis on sustainable transport have substantially raised the expectations placed on railway subsystems. Among these subsystems, the Passenger Information System (PIS) occupies a particularly important position because it directly affects the quality, continuity, and perceived reliability of the passenger experience. Modern passengers expect to receive accurate and continuous real-time information throughout the journey, including train number, service number, current and next station, route progression, door-side indication, delay notifications, transfer options, operational messages, and emergency announcements. The PIS is therefore no longer a comfort-oriented auxiliary component; it has become an operationally significant subsystem that influences passenger guidance, service quality, and the overall usability of railway transportation. Despite this importance, many existing PIS implementations are still based on centralised controllers or conventional active-standby architectures. In a centralised design, all operational logic and data distribution depend on a single control point that constitutes a single point of failure: if the central controller becomes unavailable, the entire passenger information service may be disrupted. Conventional active-standby schemes improve availability through a backup unit, but additional issues remain, including failover delay, the risk of stale data on the standby unit, incomplete synchronisation between controllers, and possible inconsistencies during the transition period. These limitations are particularly problematic in railway environments where data are updated dynamically and where onboard information must remain current and coherent. If, for example, the next-station indication or door-side information is not synchronised correctly at the moment of failover, passengers may temporarily receive incorrect information. Railway vehicles are also inherently modular: train configurations, the number of cars, and subsystem arrangements vary from project to project, and a fixed two-node redundancy logic does not always align well with this modular and scalable structure. The main objective of this thesis is to propose a fault-tolerant, distributed, and modular PIS architecture for railway applications in order to reduce single points of failure, mitigate data inconsistency, and minimise service interruption. The central argument is that the problem should not be addressed solely as a hardware-level redundancy issue. Instead, it should be approached as a distributed-systems problem involving coordination, replicated state management, data consistency, and controlled recovery behaviour. The principal contribution of this thesis lies in introducing a consensus-based fault-tolerance approach to railway Passenger Information Systems—a domain that has historically relied on hardware-level redundancy mechanisms—together with an experimental framework that explicitly evaluates system behaviour under degraded communication conditions. To realise this approach, a multi-node control architecture is proposed in which multiple PIS controllers operate cooperatively. A Raft-based consensus mechanism is employed to manage leader election, replicated system state, and coordinated control logic across the controller nodes. This transforms the PIS from a centralised service into a distributed onboard information platform that can maintain operation even when one of the controller nodes becomes unavailable. The proposed architecture is organised as a layered structure composed of four functional elements. The first element is a Train Control and Management System (TCMS) simulation layer that represents a train operating in service and generates the operational data required by the PIS, such as date and time, train and service numbers, speed, ambient temperature, GPS position, door events, message commands, and media playback commands. The second element is the distributed PIS control layer, which forms the core of the proposed architecture; it consists of multiple controller nodes that cooperate through the Raft algorithm and collectively maintain the system state. The third element is the communication and distribution layer based on MQTT, which provides a lightweight publish-subscribe model suitable for distributed information delivery. The fourth element is the presentation and content layer, comprising the onboard passenger display units and a media server responsible for centralised storage and distribution of multimedia content. Together, these layers form a modular architecture that separates operational data production, distributed decision-making, communication, and end-user presentation. Within the proposed architecture, the Raft algorithm plays a central role in ensuring consistency and fault tolerance. One controller node is elected as the leader and is responsible for processing incoming operational information, while the remaining controller nodes operate as followers and replicate the system state maintained by the leader. If the leader becomes unavailable, the followers initiate a leader election according to the Raft consensus rules and a new leader is selected, so that the architecture avoids dependence on a single control point. In addition to leadership management, the controller layer uses a replicated state model so that essential operational data remain available across multiple nodes, preserving the continuity of passenger-facing information even when failures occur at the controller level. Communication between controllers and display units is carried out over MQTT, which was selected for its lightweight publish-subscribe model, low protocol overhead, and practical deployment characteristics for distributed information delivery. Onboard passenger information services include both continuously updated values and event-based messages, and MQTT provides flexibility in handling both. The thesis also considers different QoS levels for message delivery and investigates how each level affects message transmission delay under degraded network conditions. To complement the messaging design, the system includes a media server in which visual and audio contents are stored centrally; at startup, display units synchronise the required media files to local storage. This local-caching strategy reduces playback latency, avoids repeated network transfer of media files, and improves resilience against short-term fluctuations in bandwidth or connectivity. The proposed architecture also incorporates route-aware operational logic. Because many onboard messages and announcements depend on the train's position relative to its route, a method is introduced for calculating the remaining distance to the next station from route coordinates and the current train position. Route coordinates are defined in advance and cumulative distances are calculated using the Haversine formula. At runtime, instead of recalculating the full route for each incoming GPS sample, an index-based method identifies the nearest route coordinate and determines the remaining distance to the target station efficiently. This approach reduces processing load and supports context-aware service functions such as automatic station announcements, approach messages, and station-related display updates. To assess the feasibility of the proposed architecture, two main groups of experiments were conducted under systematically applied disturbances—latency, packet loss, and throttling. The first group focused on inter-controller communication and examined how the Raft-based control cluster behaves under non-ideal communication conditions, identifying the boundaries between stable and unstable operating regions. Leader election timing, repeated election behaviour, and overall cluster stability were analysed under three different parameter configurations of the heartbeat interval and election timeout. This experimental approach addresses an important gap: many industrial redundancy studies report only nominal failover times and provide limited information on behaviour under realistic communication disturbances. The second group focused on controller-to-display communication, applying the same disturbance categories to MQTT messaging between controllers and display units. QoS 0, QoS 1, and QoS 2 were tested separately to assess their effect on message delivery performance. As the participating devices do not maintain synchronised clocks, one-way delay was estimated using a round-trip-time-based approach in which the controller records the transmission time, the display acknowledges immediately, and the controller derives an average one-way delay from the measured round-trip interval—repeated across multiple messages and network conditions to enable a controlled and reproducible comparison. The controller-level experiments show that the proposed architecture remains operational across a broad range of network impairment scenarios. Under nominal communication conditions, the average total takeover time was approximately 0.6 s under Configuration 1, ≈0.7 s under Configuration 2, and ≈1.1 s under Configuration 3, and under low-to-moderate disturbance levels the cluster continues to elect a new leader and to preserve coordinated operation. Across the tested configurations, the expected total takeover time remained within roughly 1.0–1.5 s under typical disturbances and bounded by approximately 2.5–3.7 s in the worst-case scenarios encountered during heavy degradation. As impairment levels increase, repeated election cycles become more frequent and the cluster transitions into less stable behaviour. These observations demonstrate that the performance of a distributed PIS cannot be characterised under nominal communication assumptions alone, and that fault-tolerant behaviour is not binary but degrades progressively as conditions worsen. This insight allows the practical operating envelope of the proposed architecture to be defined explicitly rather than assumed, providing a quantitative basis for system design decisions in real deployments. The controller-to-display experiments confirm that the MQTT-based messaging layer is well suited to passenger information delivery. Under reference conditions the average one-way delay was approximately 1.9 ms for QoS 0, 31.9 ms for QoS 1, and 34.7 ms for QoS 2, and the relative ordering of the three QoS levels was preserved across most degraded conditions. QoS 0 generally delivered the lowest delay and lowest overhead but offered weaker delivery assurance under packet loss, whereas QoS 1 and QoS 2 provided stronger guarantees at the cost of additional delay and protocol overhead. The divergence between QoS levels grew under higher packet-loss and timeframe constraints. These findings support a differentiated communication strategy in which message-handling decisions are aligned with the nature of the data: frequently updated telemetry or status data may be transmitted with lighter delivery semantics, while operationally important service messages justify stronger delivery guarantees. The experiments were conducted on both three-node and five-node Raft clusters, allowing the effect of cluster size to be isolated under identical disturbance profiles. The comparison reveals that cluster size is not a single-axis optimisation variable for railway PIS deployments: the three-node cluster is clearly superior in lag-dominant environments; in drop-dominant environments cluster-size selection reduces to a perceptual trade-off between fewer-but-longer and more-frequent-but-shorter outages; and in moderate-disturbance regimes combined with wide-margin Raft timing, the five-node cluster's redundancy advantage emerges without paying a stability penalty. These findings were translated into an estimate of the leader-active fraction within the observation window, defining a practical deployment envelope as the combination of packet loss up to 10% with wide-margin Raft timing, a configuration that simultaneously preserves a leader-active fraction above 95% and a bounded worst-case recovery time. The architecture is further described through two representative deployment scenarios: distributed n-node PIS control in locomotive-hauled wagon formations, and a unified single logical control domain in coupled multi-set trainsets. The qualitative superiority of the proposed architecture over conventional active-standby designs in terms of data consistency is formalised via an information-staleness bound: in active-standby designs the maximum staleness deviation at takeover is bounded by the sum of the synchronisation period and the failover delay, whereas in the Raft-based design only majority-replicated state is applied, so the staleness deviation introduced by the takeover procedure itself is bounded only by the leader–follower log replication delay. The principal service-continuity value of the architecture lies less in absolute availability than in this graceful-degradation profile: rather than failing catastrophically on controller failure or network degradation, the system moves through a parametrised degradation envelope shaped by cluster size and Raft timing. The QoS comparison further supports a differentiated communication strategy aligned with PIS data types: QoS 0 is suitable for high-frequency telemetry, QoS 1 for operational announcements, and QoS 2 for emergency messages. In conclusion, this thesis presents a fault-tolerant distributed Passenger Information System architecture specifically tailored for railway applications, supported by a systematic experimental evaluation under degraded communication conditions. The proposed architecture reduces dependence on a single controller, supports modular train configurations, maintains replicated operational state, and continues service across many degraded communication conditions. Its main contribution is to combine modular railway-system thinking with distributed-systems principles—consensus, replicated state, and communication-aware experimental evaluation—and to demonstrate that a multi-node, consensus-based information architecture can serve as a viable alternative to classical centralised or active-standby approaches in onboard passenger information services. The thesis therefore offers both an engineering proposal and an experimental basis for future next-generation onboard PIS developments.
