Özet
İslam tarihi boyunca din ile siyaset arasındaki ilişki, devletlerin yönetim anlayışı ve toplumla kurulan bağlar açısından belirleyici bir işlev üstlenmiştir. Bu ilişki kimi zaman bir uyum içinde sürdürülmüş, kimi zaman da siyasî otoritenin dinî meseleleri kendi meşruiyetini güçlendirme aracına dönüştürmesiyle gerilimlere yol açmıştır. Abbâsî Devleti'nin klasik dönemi, söz konusu gerilimin en belirgin biçimde ortaya çıktığı süreçlerden biri olmuştur. Bu dönemde halifeler sadece siyasî otoriteyi temsil etmekle kalmamış aynı zamanda dinî hakikati tanımlama yetkisini de kendilerinde görme eğilimine girmişlerdir. Halife Me'mûn döneminde (198-218/813-833) başlayıp Mu'tasım ve Vâsık dönemlerinde de devam eden Mihne olayları, bu eğilimin en somut örneğini teşkil etmiştir. Görünürde Kur'an'ın yaratılmış olup olmadığı meselesi etrafında şekillenen Mihne, özünde merkezî otoritenin dinî ve toplumsal kontrolünü pekiştirme arzusunu yansıtmıştır. Bu süreç, devlet ile ulema arasında derin bir çatışmaya dönüşmüş ve İslam tarihinde kalıcı izler bırakmıştır.“Abbasi Halifesi Me'mûn Döneminde Merkez-Çevre Teorisi Bağlamında Mihne Olayları”adlı bu çalışma, söz konusu olayları modern bir sosyolojik perspektif olan merkez-çevre teorisi çerçevesinde yeniden okumayı hedefleyen nitel bir araştırmadır. Konunun kapsamlı bir şekilde anlaşılabilmesi için öncelikle İslam siyaset düşüncesinin teşekkülü, hilafet kurumunun tarihsel gelişimi ve merkez-çevre teorisinin kavramsal arka planı açıklanmaya çalışılmıştır. Bu çerçevede Hz. Peygamber'den itibaren Hulefâ-yi Râşidîn, Emevî ve Abbâsî dönemlerinde din-devlet ilişkisinin nasıl şekillendiği ele alınmış ve Mihne'nin ortaya çıktığı tarihsel zemin tespit edilmiştir. Tarihsel olaylar dönemin koşullarının doğrudan bir yansıması olduğundan Me'mûn'un Halku'l-Kur'an doktrinini devlet politikası hâline getiriş süreci, Bağdat'taki vekiline gönderdiği mektuplar ve âlimler üzerinde uygulanan baskılar incelenmiştir. Bu analiz, Mihne sürecinin yalnızca itikadî bir tartışma olmadığını aksine siyasal otoritenin meşruiyet inşa etme stratejisinin bir parçası olduğunu göstermektedir. Çalışma kapsamında elde edilen bulgular doğrultusunda Mihne olaylarını şekillendiren faktörler tartışılmıştır. Bu etkenler arasında belirgin bir şekilde öne çıkanlar merkezî otorite, dinî meşruiyet, ulemanın direnişi ve toplumsal hafıza kavramlarıdır. Halife Me'mûn'un dinî hakikati tanımlama girişimi, Ahmed b. Hanbel önderliğinde ulemanın ortaya koyduğu pasif direniş ve halkın bu direnişe verdiği destek, modern kavramlarla birleştirilerek değerlendirilmiştir. Ayrıca Halife Mütevekkil döneminde Mihne'nin sona erdirilmesi ve sonrasında oluşan yeni denge de özel bir şekilde ele alınmıştır. Araştırma, merkezî otoritenin dinî hakikati kendi tekeline alma girişiminin uzun vadede başarısız olduğunu ve dinî meşruiyet alanının ulema lehine kalıcı bir şekilde belirlendiğini ortaya koymuştur. Bu sonuçlar; merkez-çevre, meşruiyet, otorite ve direniş gibi kavram teorileri temel alınarak çözümlenmiş böylece klasik bir İslam tarihi vakası modern siyaset sosyolojisi kavramlarıyla yeniden okunabilirliği analiz edilmiştir.

It can be said that, throughout the history of Islam, the relationship between religion and politics has played a decisive role in terms of states' approaches to governance and the bonds they forge with society. Whilst this relationship has at times been maintained in harmony, it has at other times led to tensions, as political authority has sought to use religious matters as a means of strengthening its own legitimacy. The classical period of the Abbasid Caliphate was one of the periods in which this tension manifested itself most clearly. During this period, the caliphs not only represented political authority but also tended to regard themselves as possessing the authority to define religious truth. The Mihna events, which began during the reign of Caliph al-Ma'mun (813–833) and continued into the reigns of al-Mu'tasim and al-Wāsiq, constituted the most concrete example of this trend. Whilst ostensibly centred on the question of whether the Qur'an was created, the Mihna essentially reflected the central authority's desire to consolidate its religious and social control. This process evolved into a deep conflict between the state and the ulema, leaving a lasting mark on Islamic history. This study, entitled“The Mihna Events in the Context of the Centre-Periphery Theory during the Reign of the Abbasid Caliph al-Ma'mun”, is a qualitative research project aiming to re-examine these events within the framework of the centre-periphery theory, a modern sociological perspective. To ensure a comprehensive understanding of the subject, the study first seeks to explain the formation of Islamic political thought, the historical development of the caliphate institution, and the conceptual background of the centre-periphery theory. Within this framework, the study examines how the relationship between religion and state took shape from the time of the Prophet Muhammad through the periods of the Rightly Guided Caliphs, the Umayyads and the Abbasids, and identifies the historical context in which the Mihna emerged. Since historical events are a direct reflection of the conditions of the era, the process by which al-Ma'mun established the doctrine of Halku'l-Qur'an as state policy, the letters he sent to his deputy in Baghdad, and the pressures exerted on scholars have been examined. This analysis demonstrates that the Mihna process was not merely a theological debate, but rather a component of the political authority's strategy for constructing legitimacy. In line with the findings obtained within the scope of this study, the factors shaping the Mihna events have been discussed. It can be stated that the concepts of central authority, religious legitimacy, the resistance of the ulema, and social memory stand out distinctly among these factors. Caliph al-Ma'mun's attempt to define religious truth, the passive resistance mounted by the ulema under the leadership of Ahmad ibn Hanbal, and the public's support for this resistance have been evaluated in conjunction with modern concepts. Furthermore, the ending of the Mihna during the reign of Caliph al-Mutawakkil and the new equilibrium that emerged thereafter have been examined in detail. The research demonstrates that the central authority's attempt to monopolise religious truth ultimately failed in the long term, and that the sphere of religious legitimacy was permanently established in favour of the ulema. These findings have been comprehensively analysed on the basis of conceptual theories such as centre-periphery, legitimacy, authority and resistance.
