Özet
82 ÖZET Çalışmanın amacı politikanın etik temellerini felsefe bilgisiyle açıklamaya çalışmaktır. Bu yapılırken dünya görüşleri ve ideolojileri değil de filozofların düşünceleri açıklanmaya -değerlendirilerek- çalışıldı. Amacımız politikanın etik temellerinin tarihini çizmek olmadığından özellikle Aydınlanma Felsefesi ekseninde durmaya çalıştık. Ancak; düşüncelerin sosyolojik ve felsefi olarak tarihsel olarak yerine oturması için tarihsel göndermelerde de bulunduk. İktidarın kaynağı ve kullanılış biçimiyle ilgili olarak Hobbes ve Rousseau' yu karşılaştırmalı olarak değerlendirmeye çalıştık. Toplum ütopiasıyla More üzerinde çalıştık. Günümüz Liberal Demokrasisine kaynaklık etmiş olan Locke ve Montesquieu'yu Sivil Yönetim ve Sosyal Devlette açıklamaya çalıştık. Son olarak politik etik anlamda Doğal Hukuk ve Pozitif Hukuku değerlendirdik. Çalışmanın genel amacı, politikanın etik temellerinin değer bilgisiyle açıklanması olup; Siyasetin felsefesi ile felsefenin siyasetinin birbirinden anlamca ve amaç bakımından farklı olduğunu ortaya koymaya çalışan düşünceleri-görüşleri bilgisel temelli değerlendirmektir.

83 SUMMARY The aim of the study is to try explain the bases of ethics of politics with a philosophical point of view. During this study, the ideas of philosophies were considered but not their view of the world and ideologies. Our aim was not to outline the bases of ethics of politics so we especially tried to stick to the Enlighment philosopy. But we also considered the historic events in order to put the ideas in a right field sociological, philosopical and historical roots. We tried to evaluate Hobbes and Rousseau comparatively in respect of the source of position of power and its usage. We studied on More by examining society. By means of Civil Administration and Social Government we tried to explain the views of Locke and Montesquieu who have inspired the today's Liberal Democracy. Lastly, we evaluated Natural Law and Positive in the sense of political ethics. The general aim of this study is to explain the bases of ethics politics with the help of the appraisal of information and to evaluate the ideas-views in order to bring forward the differense between the philosopy of politics and the politics of philosopy in respect of meaning and aim.
