Özet
219 ÖZET Günümüzde belediyeler, ülke nüfusunun oldukça büyük bir bölümüne hizmet sunmakta ve büyük ölçekli yatırımlar yapmaktadırlar. Ancak; çeşitli kesimler, belediyelerin görevlerini etkin ve verimli olarak yerine getiremediğini; yeterli ve nitelikli hizmet sunabilecek, yatırım yapabilecek örgütlerinin bulunmadığını sürekli dile getirmektedirler. Bu çalışmanın temel amacı; belediyelerdeki örgütsel sorunların ortaya çıkarılması ve belediye örgütlerinin geliştirilebilmesi için bazı öneriler sunulabilmesidir. Çalışma, kuramsal ve alan araştırmasına dayalı iki bölümden oluşmuştur. Kuramsal bulguların değerlendirildiği Birinci Bölümde, tarihsel süreç içinde belediyelerin dış çevrelerinde yaşanan değişimlere verdiği tepkiler değerlendirilmiştir. Türkiye'de ilk belediye örgütleri, Osmanlı İmparatorluğu döneminde başlayan modernleşme sürecinde kurulmuştur. Ancak belediyelerin günümüzdeki anlamıyla, Anayasal ve yasal temele kavuşması, gelişip yaygınlaşması Cumhuriyet döneminde gerçekleşmiştir. Türk Kamu Yönetim sisteminin bir alt sistemi olan belediyeler, ekonomik, toplumsal, siyasal, teknolojik dış çevre unsurlarının da etkileriyle süreç içinde farklı işlevler üstlenmiştir. İkinci Bölümde ise; belediye örgütlerinin yapı ve işleyişi, Mersin Kentsel Alan belediyelerinde yapılan alan araştırması doğrultusunda incelenmiştir, bu bölümde belediye örgütleri, iç çevre unsurları açısından değerlendirilmiştir. Alan araştırması ile, Mersin Kentsel Alan Belediyelerine özgü sorun alanları belirlenmiştir. Ayrıca, Mersin Kentsel Alan belediyelerinde sağlıklı bir örgütsel yapı ve işleyiş düzenine ulaşılabilmesi için baza öneriler geliştirilmiştir.

220 SUMMARY Today, the municipalities are serving to the greater majority of population and are making investments in large scales. However, many people claim their the municipalities cannot perform their responsibilities effectively and efficiently due to lack of organizations that can give quality services. The main purpose of this study is to explorer the organizational problems of municipalities and to make suggestions for the development of their organizations. The study consists of two main parts which are theoretical and survey one. The first part includes theoretical findings. In this section, the changes that municipalities have experiened as a result of external conditions are analyzed. In the first municipalities were established as a result of modernization process of Ottoman Empire. On the other hand, they have developed and extended in the Republican era by gaining legal and Constitutional status. As a subsystem of Turkish public administration they performed various economic, social, political and technological functions. In the second part the structure and operation of municipalities is discussed in the light the survey that is conducted in the rulal municipalities of Mersin province. In this section municipal organizations are analyzed in terms of internal factors such as personel, legal, structure act. The survey defind the problem areas. Which are special to municipal" organizations. In addition, the study makes suggestions about creating a municipal organization with healthy structure and operation.
