Özet
Hızlı kentleşme ve büyüme süreci, yerel hizmetlere yönelik talepte büyük bir artış ve çeşitlenmeyi beraberinde getirmektedir. Bu gelişmeler yerel yönetimlerde yeni ve dinamik bir yönetim anlayışı getirmekte ve bu çerçevede insana yönelik daha yaratıcı esnek ve rasyonel yönetsel yapıların geliştirilmesine olanak sağlayacak tasarım gereksinimi ortaya çıkmaktadır. Yerel yönetim binalarının tasarım verilerinin belirlenmesine yönelik çalışma beş bölümden oluşmaktadır. Tezin giriş bölümünde bu tür çalışmaya yönelme nedenleri açıklanarak konu kapsamında sorunun ne olduğu, nasıl belirlendiği, bu konudaki sorunlara ilişkin hipotezlerin test edilmesine yönelik nasıl bir yöntem kullanıldığı tanımlanmıştır. Bölüm 2' de, belediyelerin içinde bulunduğu yerel yönetimler tanımlanarak sınıflandırılmış bazı batılı ülkelerdeki ve Türkiye' deki yerel yönetim ve belediye sistemi incelenerek görevleri ve organları açıklanmıştır. Bölüm 3' de, mimari tasarımı etkileyen kullanıcı gereksinimleri literatürden araştırılmıştır. Binalardaki ihtiyaç programlan ve mekan örgütlenmesi tanımlanarak belediye binalarında ana mekanların tanımlanması yapılmıştır. Literatür ve alan çalışmalarının bir analizi yapılmış ve bu araştırmanın teorik strüktürü sunulmuştur. Ayrıca belediye binaları ve bina değerlendirme anketine katılan kullanıcılar ile ilgili bilgiler verilmiş ve bu çalışmada nasıl bir yöntem kullanıldığı anlatılmıştır. Bölüm 4' de araştırmanın tamamen alan çalışmasını içermektedir. Değerlendirme çalışması yapılan binalarda kullanıcı gereksinimleri belirlenmiştir. Aktivitelere bağlı birimler arası üç farklı akış ve ilişki şeması ortaya çıkmıştır. Bölüm 3' de değinilen hipotezler bu bölümde test edilmiştir. Bu amaçla 356 kişi ile yapılan ankette kullanıcıların mekanlarda yaşadıkları sorunlar belirlenmiş ve grafiksel olarak ifade edilmiştir. Böylece tasarımda etkili olan faktörler ortaya konulmuştur. XITezin tüm bölümleri ve elde edilen bulgular beşinci bölümde değerlendirilmiş, belediye binalarında tasannu etkileyen faktörler belirlenerek tasarım verileri oluşturulmuştur. İleride araştınlabilecek konular ile ilgili öneriler sunulmuştur.

The progress of fast urbanisation and enlargement has brought along a large increase and variety on the demands which are directed to local services. These developments have brought a new and dynamic understanding of management in local governments and at this point, a necessity of architectural design which will get a possibility of the development of the more creative, flexible, rational and managerial government buildings that are directed to human beings, has turned up. The study, which is directed to point out the architectural design data of local government buildings, has been made from five chapters. At the entrance of the thesis, it has been defined what the problem has been in the capacity of the subject, how it has been determined and how a method has been used that is directed to test this problem by being explained the reasons that are directed to this kind of study. In chapter two, the local governments which municipalities have taken place, have been defined and classified and their duties and units have been explained by examining the systems of local governments and municipalities in some western countries and Turkey. In chapter three, the requirements of users which affect architectural design have been researched from the literature. The definition of main spaces in municipality buildings have been made by giving the definition of the organisation of spaces and the architectural programming of requirements in the buildings. An analyse of the literature and area studies have been made and put forward the theoretical structure of the research. Besides, the knowledge about municipality buildings and the users who have been added to the questionnaire about evaluation of municipality buildings, have been given and it has been told how a method has been used in the study.. Chapter four has completely included the area studies. The requirements of the users in the buildings that have been studied have been determined. The scheme of three different courses between the units which bound to the activities have been exposed. In this chapter, the hypothesis which have been told in chapter three have been tested. Therefore, the problems of the users in spaces have been determined in the questionnaire which has been done with 356 people and expressed by graphics. Thus the factors which have an effect on the architectural designs have been put forward. XIIIThe all parts of the thesis and the data have been evaluated in chapter five, the architectural design data have been formed by determining the factors which affect the architectural design of local government buildings. The suggestions about the subjects which might have been researched for in the future have been put forward.
