The seismic performance of reinforced concrete structures depends not only on the strength of individual members but also on their ability to undergo inelastic deformations while maintaining stability and load-carrying capacity. Ductility and energy dissipation capacity are therefore essential attributes for structures subjected to strong earthquake ground motions. Under severe seismic loading, structural elements are expected to undergo significant cyclic and reversible deformations without sudden strength degradation or loss of stability. In this context, reinforced concrete columns play a key role in ensuring the overall seismic safety of buildings, as they are responsible for carrying gravity loads while simultaneously resisting earthquake-induced lateral forces. A lack of sufficient ductility in columns can lead to brittle failure mechanisms, rapid loss of strength, and ultimately partial or total structural collapse. In Türkiye, a large part of the existing reinforced concrete building stock was constructed before the current seismic design regulations. As a result, many of these structures fail to meet ductility and detailing requirements prescribed by contemporary seismic codes. Common deficiencies include low concrete strength, inadequate transverse reinforcement, insufficient confinement of the concrete core, and poor reinforcement detailing. Past earthquakes have demonstrated that such deficiencies significantly limit the ductile behavior of columns, often resulting in severe damage or premature collapse. Consequently, improving the ductility capacity of existing reinforced concrete columns has become an important issue in seismic strengthening and performance-based evaluation of buildings. Among the various strengthening techniques developed to enhance column performance, confinement using fiber reinforced polymer (FRP) materials has been extensively studied and applied for many years. By restraining the lateral expansion of the concrete core, the FRP confinement provides additional confining pressure, which delays concrete crushing and increases the ultimate compressive strain capacity of confined concrete. This mechanism enables columns to sustain larger deformations before reaching their ultimate limit states, thereby improving their deformation capacity under seismic loading. The effectiveness of FRP confinement, however, depends on several parameters, including concrete strength, axial load level, confinement ratio, material properties of the FRP, and detailing characteristics such as corner rounding. The influence of FRP confinement on the behavior of reinforced concrete columns has been extensively investigated through experimental studies. These studies consistently show notable improvements in deformation capacity and ductility. However, translating experimental observations into simplified analytical formulations suitable for design and assessment remains a challenging task. One of the main sources of difficulty arises from the lack of consistency in ductility definitions adopted in experimental research. Ductility is variously expressed using curvature-based, displacement-based, or energy-based measures, often with different criteria for defining yield and ultimate states. This variability restricts the direct comparability of experimental results and complicates their use in evaluating code-based predictions. In order to provide a practical framework for engineering applications, seismic design codes adopt simplified representations of confinement effects and deformation capacity. The Turkish Seismic Code (TSC 2018) includes provisions for evaluating the influence of FRP confinement on reinforced concrete columns using a simplified approach. Within the code framework, ductility enhancement is not expressed by an explicit ductility factor. Instead, the effects of FRP confinement are represented indirectly by increasing the compressive strength and ultimate compressive strain of concrete. These modified material properties are then used to determine deformation limits and plastic hinge rotation capacities. While this methodology ensures consistency and ease of application in engineering practice, the extent to which it reflects the ductility behavior observed in experimental studies -particularly for FRP-confined columns- requires systematic evaluation. This thesis examines the ductility behavior of FRP-confined rectangular reinforced concrete columns within the framework of TSC 2018. The focus is placed on rectangular cross-sections, which are common in existing building stock and frequently encountered in strengthening applications. The study is based on a comprehensive experimental database compiled from the literature, including reinforced concrete columns tested under combined axial load and cyclic lateral loading conditions representative of seismic effects. The database includes a wide range of material properties, axial load ratios, and confinement levels enabling a comprehensive evaluation of the parameters influencing ductility behavior. One of the main challenges addressed in this study is the inconsistency in ultimate lateral deflection definitions adopted in experimental research. To enable a meaningful comparison, experimental results reported in the literature were reinterpreted using a unified displacement-based framework. Yield and ultimate displacement limits were redefined according to consistent criteria, and displacement-based ductility ratios were determined for each test specimen. This approach ensured that experimental ductility values were expressed in a consistent manner and could be directly compared with code-based predictions. By applying the material models and deformation capacity formulations prescribed in TSC 2018, displacement capacities and corresponding ductility ratios were calculated for each column in the experimental database. The experimentally derived ductility values were then compared with those obtained from the code-based calculations. This comparative evaluation allowed for a systematic assessment of the accuracy and conservatism of the TSC 2018 approach in representing the ductility behavior of FRP-confined rectangular reinforced concrete columns. The results show that TSC 2018 provides conservative estimates of displacement-based ductility capacity. Although this conservative tendency contributes to safety, it may also result in strengthening designs that do not fully utilize the deformation capacity observed in experimental studies. The level of conservatism varied on key parameters such as axial load ratio, confinement effectiveness, and detailing characteristics affecting the confined concrete response. In certain cases, experimental results demonstrated significantly higher ductility capacities than those predicted by the code, revealing potential limitations in the simplified analytical representation adopted in TSC 2018. Overall, this study provides a quantitative evaluation of how effectively the current Turkish Seismic Code represents the displacement-based ductility behavior of FRP-confined rectangular reinforced concrete columns. By adopting a consistent comparison framework and focusing on experimentally observed deformation capacities, the research clarifies the strengths and limitations of the existing code provisions. The findings contribute to a more informed use of FRP confinement within performance-based seismic assessment and may support future efforts to refine code-based approaches for evaluating ductility in strengthened reinforced concrete columns.
