Özet
Son yıllarda politikada dünya genelinde yeni model arayışları kendini göstermektedir. Zira hızlıca gelişip değişen ve gün geçtikçe küreselleşen yeni dünya düzeninde devlet ve hükümet sistemleri günün şartlarına yetersiz kalabilmekte ve yenilikler yapma gereklilikleri ortaya çıkabilmektedir. Aynı durum yerel yönetimler için de geçerlidir. Her ne kadar uzun bir geçmişi olsa da yerel yönetimler, sahip oldukları yetkiler ve verdikleri hizmetler göz önünde bulundurulduğunda 20. yüzyılla birlikte önem kazanmaya başlamış ve 21. yüzyılda da önemi giderek artış göstermiştir. Bilhassa belediyeler günümüzde yerel yönetimler kavramının en önemli bileşeni konumundadır. Nitekim belediyeler, başındaki kişi veya kişiler ister doğrudan halk tarafından seçilsin ister belediye meclisi içerisinden seçilsin isterse de merkezi yönetim tarafından atansın, merkezi idarenin yereldeki temsilcisi olup, halk tabanına erişmeyi sağlayan en önemli siyasi yapılanma konumlarından biridir. Bu nedenle, halka en iyi ve en doğru şekilde hizmet verilebilmesi için nasıl bir belediye modelinin ve belediyelerin yürütme organının hangi usullerle göreve gelmesi gerektiği üzerinde önemle durulması gereken bir konudur. Son dönemlerde başta Türkiye olmak üzere pek çok ülkede belediyelerin yürütme organının göreve gelmesi, yetkileri, sorumlulukları ve faaliyetleri hakkındaki tartışmalar giderek artmaktadır. Bu çerçevede, bu çalışmada belirlenen ülkelerin belediye yürütme organlarının göreve gelme usulleri araştırılarak, Türkiye'ye yönelik model önerileri geliştirilmeye çalışılmıştır. Çalışmada nitel araştırma yöntemi kullanılmıştır. Bu bağlamda, çalışmada örneklem olarak seçilmiş olan Almanya, Fransa, Hollanda, İngiltere, İspanya, İsveç, İtalya, Amerika Birleşik Devletleri (ABD) ve Japonya'nın yerel yönetim sistemleri ve belediyelerde yürütme organının göreve geliş usulleri üç farklı model çerçevesinde incelenmiş ve bu modeller Türkiye'nin mevcut sistemi ile karşılaştırılarak, Türkiye'ye uygun olabilecek bir model önerisinde bulunulmuştur.

In recent years, a search for new models has emerged globally in politics. In the rapidly evolving and increasingly globalizing world order, state and government systems may prove inadequate to meet current conditions, necessitating revisions and innovations. The same applies to local governments. While they have a long history, local governments, considering the powers they wield and the services they provide, began to gain importance in the 20th century and have continued to grow in importance in the 21st century. Municipalities, in particular, are the most significant component of the concept of local government today. Indeed, whether the person(s) heading them are directly elected by people, elected from within the municipal council, or appointed by the central government, they represent the central government's local representatives and are one of the most important political structures that enable access to the public. Therefore, determining the municipal model necessary to provide the best and most accurate service to the public, and in this context, how and through what procedures the executive body of municipalities should assume office, is a matter requiring significant attention. Recently, discussions regarding the appointment of municipal executive bodies and their powers, responsibilities, and activities have been increasing in many countries, particularly in Turkey. In this regard, this dissertation explores the appointment procedures of municipal executive bodies in specific countries and attempts to develop model recommendations for Turkey. This study employed a qualitative research method. In this context, the local government systems and the procedures for the appointment of executive bodies in municipalities in Germany, France, the Netherlands, England, Spain, Sweden, Italy, the United States (USA), and Japan—selected as samples—were examined within the framework of three different models. These models were then compared with Turkey's current system, and a model suitable for Turkey was proposed
