Özet
öz Bu çalışma, uluslararası ilişkiler çerçevesinde ve küreselleşme içeriğiyle bağlı olarak 'strateji' kavramını incelemektedir. Çalışma, stratejiye bir düşünce sistematiği olarak yaklaşmaktadır. İnceleme, 'değişim', 'çatışma', 'işbirliği', 'rekabet', 'belirsizlik', 'şans' ve 'rasyonalite' gibi kavramların irdelenmesi yöntemiyle strateji düşüncesinin çerçevesini çizmeye çalışmaktadır. Bunu yaparken, strateji kavramının displinlerarası yönünün altı çizilmeye çalışılmaktadır. Bu çerçevede, strateji düşüncesinin tarihsel düzelemde gösterdiği devamlılık ortaya konulmaya çalışılmakta, bu devamlılık strateji düşüncesinin klasik metinleri ve güncel çalışmalar arasında kurulmaya çalışılan köprüler yoluyla ortaya konulmaktadır. Stratejik öngörü çalışmaları da bu bağlamda ele alınarak stratejinin uygulama boyutuna ilişkin bir fikir yaratılmaya çabalanmıştır. Çalışmanın sonunda stratejinin bugünkü içeriğini ve işlevini belirleyen nesnel zemin olarak küreselleşme kavramı incelenmektedir. Bu bölümün sonunda ve ardından da sonuç bölümünde küreselleşen uluslararası ilişkiler ortamında devletin stratejik bir perspektifle toplumun mevcut gelişmelerden azami faydayla çıkmasına nasıl bir katkısı olabileceği sorgulanmaktadır. Çalışma strateji kavramını moda bir terim olmaktan çok felsefi derinliği ve ontolojik zemini üzerinde anlamak ve analmlandırmak gayreti gösterilmiştir. Bu amaçla daha çok kuramsal zeminde kalınmış, örnek olaylara metnin akışını bozmayacak biçimde dipnotlarda yer verilmiştir. ABSTRACT This study intends to examine the concept of strategy within the framework of international relations in relation to globalization. The thessis tries to approach to its core concept of strategy as a system of analytic thought. The study tries to draw the borders of the concept of strategy by analysing the inter related concepts of; change, conflict, cooperation, competition, uncertainty, chance, rationality. While trying to draw those borders and ehibit the interrelations of those concepts with strategy, the study tries to emphassise the multidisciplinary character of the afforementioned concept. Within this framework we have tried to show the historical continuity of the strategic thought by establishing bridges of mind between the classical texts of strategy and the modern studies on the concept. On these lines strategic forecasting studies are also analysed and it is tried to establish an understanding of the implementation dimension of the strategic thought. The study ends with the examination of the concept of globalisation as a determinant of the functions and context of strategy. At the end of this chapter and in the conclusion section the ability of the state to contribute to carrying the communities through globalisation, with the least hazard and risk and maximum eficiency and utility is questioned. This study aims to analyse the concept of strategy as a philosophically deep, rather then an easy to use fashionable, term which stands firm on its ontological ground. As of this concern the study remains more on theoretical basis and supportive cases are more tried to be given in the footnotes. Ill
