Özet
ABSTRACK The purpose of this study was to search police authority and the image of the police in Turkey. An example study:“Mardin Police Force”have been searched. For this purpose all the police powers and activities of General of Directorate of Security (GDS) have been examined. On the other hand the image of the police in Mardin and Samsun has been investigated. Two investigation have done in Mardin and Samsun. As a result; public support has been found so high in Mardin. The police forces has a high confidence and very well training and education in public relation for personel. For the five research result; the image of the police have been found insufficient in Turkey. Also there is a lack of confidence in police. But the city of Mardin Police Force have a so high confidence and police image.The great importance of the public support and personel education through“total quality management”in Mardin have been found. According to findings obtained from our research; insufficiency of public relations activities of General of Directorate of Security (GDS), insufficiency of trainig and education in terms of public relation for personel, poor police image and related to this, failing public support, lack of confidense in police by 40-50 % of the people questioned. OZ Bu araştırma ile Türkiye' de polisin sahip olduğu önleyici kolluğa ilişkin yetkileri ile polis imajı incelenmiş; örnek bir çalışma ile Mardin Polis Teşkilatı araştırılmıştır. Bu amaçlar doğrultusunda Emniyet Genel Müdürlüğü' nün çalışmaları ve polisin sahip olduğu önleyici kolluk yetkileri değerlendirilmiş ve incelenmiştir. Ayrıca Mardin ve Samsun polis teşkilatlarının imajları araştırılmış ve bu iki ilde ayrı ayrı birer anket uygulanmıştır. Elde edilen anket sonuçlarına göre; Mardin İlinde halk desteğinin çok yüksek olduğu tespit edilirken polis teşkilatının da yüksek oranda güvenilirlik ve halk eğitimi açısından iyi eğitilmiş personelinin istihdam edildiği belirlenmiştir. Yapılan 5 adet araştırma sonucuna göre; Türkiye' de polis imajının yetersiz ve polise karşı güven eksikliği tespit edilmiştir. Yalnız Mardin polis teşkilatında yüksek bir polis imaj ve güven bulunmuştur. Mardin ilinde; polise halkın desteğinin yüksek olması ve“Toplam Kalite Yönetimi”anlayışının hakim olması kayda değer bir noktadır.. Genel olarak araştırmanın sonucu açısından, Emniyet Genel Müdürlüğü' nün halkla ilişkiler faaliyetlerinin yetersiz, yetersiz halkla ilişkiler eğitimi ve halkla ilişkiler eğitiminden yoksun polislerin varlığı, zayıf polis imajı ve buna bağlı olarak halk desteğinin sağlanmasında başarısızlık ve anket sonuçlarına göre % 40-50' ye ulaşan güven eksikliği tespit edilmiştir.
