Özet
oz Bu çalışma Siirt şehrini kapsamaktadır. Şehrin kuruluş yeriyle ilgili özellikleri, yer şekilleri, iklimi, tarihçesi, insanların buraya yerleşme sebepleri açıklanmaktadır. Daha sonra şehrin nüfus ve yerleşme özelliklerinin günümüzdeki durumu anlatılmaktadır. Tez için yapılan araştırmalarda en büyük zorlukla bu konuda karşılaşılmıştır. Gerek göç sebebiyle şehir nüfusunun çok kısa zamanda iki katından fazlasına çıkması ve şehirden dışarıya göç verilmesi gerekse güvenlik sebebiyle, bu konuda net bilgi elde edilememesine neden olmuştur. Diğer bölümlerde Siirt şehrinin iktisadi, idari, ulaşım, askeri ve sağlık fonksiyonları ile eğitim ve öğretim durumu anlatılmıştır. Tezin son kısımları Siirt şehrinin sorunları, tezden çıkarılan sonuç ve önerileri kapsamaktadır. îdari merkezi olduğu Siirt ilinden iki ilçenin ayrılarak il yapılmasının Siirt şehrinde yarattığı olumsuzluklar; çevresindeki kırsal alandan şehre büyük miktarda göç olması ve bunun sonucunda üretici durumundaki köylülerin şehirde tüketici durumuna gelmesi, Siirt şehrinin pazar yeri özelliğinin azalması, sanayi faaliyetlerin deki gerileme incelenmiştir. Göç ve getirdiği sorunlar, var olan işsizliğin daha da artması, şehrin çevre sorunlarının ortaya çıkardığı olumsuzluklar ve şehirleşmedeki çarpıklıklar araştırılmıştır. Bilgi alma konusunda çeşitli güçlüklerle karşılaşılmış, gözlem ve araştırmalar sonucunda elde edilen bilgiler objektif bir süzgeçten geçirilerek teze aktarılmıştır. Sonuç olarak Siirt şehrinin sorunlarının gün geçtikçe büyüdüğü; ticaret, sanayi ve diğer bazı fonksiyonların gelişme gösteremediği hatta bazılarının gerilediği görülmektedir. Çözüm olarak Siirt şehrinin yapısına uygun önerilere tezin sonunda yer verilmiştir. 111

ABSTRACT This project gives information about the city, Siirt. Information about the location of where the city has been established, its topography, climate, the reason why people chose this city to settle in, is explained in this project. Then, the current population and habitation characteristics are explained. And, this subject has caused the most trouble among all the other subjects in this thesis. The population of the city has doubled caused by the immigration and also there is immigration from the city. Therefore, a definite information could not be obtained due to security reasons and the changes in the population caused by the immigration. In the other chapters, economic, administrative, transportation, military and health functions, and educational status is explained. The last chapters of the thesis includes the problems of the city, the conclusion and the proposals deduced from the thesis. A investigation has been done on the negativity caused by the two districts of the city becoming provinces, the immigration in great numbers from the rural areas to the city and the thus, the villagers who had been producers becoming the consumers of the city, decrease of the city's trading quality, and the regression in the industrial activities. Immigration and the problems caused by it, the increasing unemployment, the environmental problems caused by the city life and the uneven urbanization is researched. Problems are faced while getting information; the data gotten from the observations and research is objectively transferred to the thesis. As a result, it is observed that the problem of Siirt is increasing everyday; commercial, industrial and some other functions can not improve even deteriorated. The proposals appropriate for the structure of the city are discussed at the end of the thesis. IV
