Özet
ÖZET Bu araştırma ile, ilköğretim 6.ve 7. sınıflarda uygulanmakta olan sosyal bilgiler programının, uzman, müfettiş ve öğretmenlerin görüşleri doğrultusunda genel bir değerlendirmesini yapmak; programın eksiklerini belirleyip, hedef, içerik, eğitim durumu ve sınama durumu boyutlarında yeniden düzenlenmesine katkıda bulunmak amaçlanmıştır. Araştırmada betimsel yöntem kullanılmıştır. Veriler anket formu ile düzenlenmiştir. Anket, mevcut durumun özellikleri ile olması gereken durumun özellikleri şeklinde iki boyuttan oluşmaktadır. Araştırmanın evreni Kırşehir merkez ve ilçe merkezlerinde 1999-2000 öğretim yılında görev yapan 6. ve 7. sosyal bilgiler öğretmeni, bu öğretmenleri denetleyen 14 müfettiş ve Türkiye'deki 35 alan uzmanından oluşmaktadır. Verilerin çözümlenmesinde Excel ve SPSS programlarından yararlanılmıştır. Anketin güvenirliği Cronbach Alpha katsayısı hesaplanarak bulunmuştur. Araştırmada mevcut sosyal bilgiler programının hedef, içerik, eğitim durumu ve sınama durumlarıyla kısmen yeterli bulunduğu sonucu ortaya çıkmıştır. Elde edilen sonuçlarla, hem toplumun hem bireyin özellikleri dikkate alınarak; bilimsel yaklaşımlardan yararlanarak, etkin ve işlerliği olan bir sosyal bilgiler programının hazırlanmasına yönelik öneriler geliştirilmiştir.

SUMMARY This research is aimed to make a general evaluation of the social studies program which is applied in primary school 6th and 7th grades, through the point of views of the specialists, inspectors and teachers, and to determine the deficiency of the program and to give supplement for rearranging it from the dimensions of aim, content, learning situation and testing situation. Descriptive method is used in the research. Data is arranged with enquiry form. The survey includes two dimensions; one of the which was designed to focus on“actual conditions”and the other on“idea features”of humanities classes. The universe of the research is formed from teachers at 6th and 7th grades who has worked in town centers and center of Kırşehir between 1999-2000, 14 inspectors who control these teachers and 35 specialists in Turkey from this field. In the analysis of data, Excel and SPSS softwares was benefited from. The reliability of the enquiry is found by calculating the Cronbach Alpha's coefficient. The outcome of the research is brought to light that the existing social studies program is found partly sufficient with the aim, content, learning situation and testing situation. With the obtained results, it is suggested to prepare an active and effective social studies program while taking to consideration of the futures of both the society and the individual and using the scientific approaches.
