Özet
ÖZET II.Meşrutiyet dönemi birçok araştırmacıya konu olmuş ve halen de olmaktadır. Bunun nedeni de bu dönemin siyasal kültür alanında önemli etkilerinin olması ve bu etkilerin günümüz siyasal ilişkilerini belirli ölçülerde de olsa biçimlendirmesidir. İktidar ve muhalefet kavramlarının oldukça önemli olduğu günümüzdeki içeriğini algılayabilmek için bu kavramların II.Meşrutiyet dönemindeki geçirmiş olduğu değişikliği anlamak önemlidir. Türkiye'deki iktidar olma ve muhalefet etme kültürünün içeriğinin Batılı anlamda olup olmadığının anlaşılabilmesi ve geleneksel kültürün çağdaş kültürle girdiği ilişkiden olumlu sentezlerin ortaya çıkması için II.Meşrutiyet döneminin çok iyi anlaşılması ve analiz edilmesi gereklidir.

Ill SUMMARY The Second Constitutional Monarchy Period has been a matter of interest for a lot of researchers and it is still under discussion. The reason for this is that this period has had a great impact on political culture and that these impacts relatively give shape to today's political relations as well. In order to perceive its present content in which the government and the opposition concepts are quite significant, it is important to understand the change that this concepts underwent in the period. To understand and analyze The Second Constitutional Monarchy Period a requirement so as to reveal whether the content of governing and opposing cultures in Turkey complies with the Western concepts and to expose positive syntheses out of the relation between the traditional and the contemporary cultures.
