Özet

Karşılaştırmalı çerçevede ele alınan Melbourne, Detroit ve İstanbul'un kentleşme deneyimleri; planlama kapasitesi, ekonomik dönüşüm dinamikleri ve yönetişim araçlarının ekosistem üzerindeki etkilerini görünür kılan üç farklı kentleşme gerçekliği üretmektedir. Bu üçlü karşılaştırma, yalnızca mekânsal büyüme biçimlerini değil, aynı zamanda karar alma süreçlerinin kurumsallaşma düzeyi ile çevresel performans arasındaki ilişkiyi de ortaya koymaktadır. Kentlerin farklı sosyo-ekonomik ve politik bağlamları, planlama uygulamalarının etkilerini belirleyen kritik değişkenler olarak değerlendirilmektedir. Planlı kentleşmenin kurumsal süreklilik ve çevresel hedeflerle bütünleştiği Melbourne örneğinde yeşil altyapı, kentsel orman stratejileri, su duyarlı tasarım (WSUD) ve büyüme sınırı gibi araçların arazi kullanımını yönlendirdiği; böylece biyoçeşitlilik, su döngüsü ve mikroiklim üzerinde daha öngörülebilir ve iyileştirici sonuçlar doğurduğu tartışılmaktadır. Bu araçların bütünleşik planlama sistemi içerisindeki konumu, kentsel gelişmenin ekolojik eşiklerle uyumlu biçimde kontrol edilmesine olanak tanımaktadır. Ayrıca Melbourne'de uzun vadeli çevresel vizyon ve katılımcı yönetişim mekanizmaları, planlama araçlarının etkili şekilde uygulanabilmesini desteklemekte ve kentsel ekosistemlerin korunmasını güçlendirmektedir. Bu yaklaşım, planlı kentleşmenin yalnızca mekânsal düzenleme ile sınırlı kalmadığını, aynı zamanda çevresel sürdürülebilirliği güvence altına alan kapsamlı bir yönetişim süreci gerektirdiğini göstermektedir. Buna karşılık Detroit, sanayi temelli hızlı büyümenin ardından yaşanan ekonomik çöküşle birlikte planlama boşluğunun derinleştiği; terk edilmiş alanlar, brownfield'lar, altyapı bakımındaki aksama ve banliyöleşme gibi süreçlerin habitat parçalanması, toprak–su kirliliği ve kentsel çevre hizmetlerinde kırılganlık yarattığı bir örnek sunmaktadır. Bu kırılganlık, kentsel toprakların yeniden kullanım süreçlerinde ortaya çıkan yönetişim zafiyetleri ile daha da belirginleşmektedir. Detroit örneğinde toplumsal eşitsizlikler ve ekonomik geri dönüşüm süreçlerindeki aksaklıklar, planlama eksiklikleriyle birleşerek kentsel ekosistemlerin iyileştirilmesini sınırlayan yapısal sorun alanları yaratmıştır. Bu durum, kentsel planlamanın sosyal, ekonomik ve çevresel boyutlarının birbirinden bağımsız ele alınamayacağını ve bütüncül bir yaklaşım gerektirdiğini açıkça ortaya koymaktadır. İstanbul ise tarihsel birikim, yoğun göç ve piyasa baskılarının planlı müdahalelerle aynı anda işlediği melez kentleşme karakteri üzerinden; merkezde görece planlı dönüşüm odakları ile çeperde hızlı ve parçalı büyümenin yan yana üretildiği, bu nedenle su havzaları ve orman kuşakları üzerinde baskıların arttığı, geçirimsiz yüzey genişlemesi ve ulaşım bağımlılığı gibi mekanizmalarla ısı adası ve çevresel eşitsizlik risklerinin yoğunlaştığı bir ekolojik gerilim alanı olarak değerlendirilmektedir. Bu süreçte mekânsal kararların çok aktörlü yapısı, planlama uygulamalarının bütüncül etkisini sınırlayan önemli bir değişken olarak öne çıkmaktadır. İstanbul örneği, planlı ve plansız süreçlerin eş zamanlı etkilerini deneyimleyerek kentsel mekânın çok katmanlı dinamiklerini anlamak için kritik bir örnek sunmaktadır. Bu bağlamda, parçalı müdahalelerin ekosistem üzerindeki baskıyı artırdığı ve sürdürülebilirliği zayıflattığı gözlemlenmektedir. Bu bütünlük içinde çalışma, kentleşmenin etkisini tek başına nüfus artışıyla değil; planlamanın kurumsallaşma düzeyi, arazi yönetimi–altyapı entegrasyonu ve ekosistem göstergelerine duyarlı politika sürekliliği üzerinden açıklamakta; özellikle İstanbul gibi hibrit örneklerde sürdürülebilirlik kapasitesinin, parçalı müdahaleler yerine bütünleşik planlama vizyonuna yakınsama ölçüsüyle belirlendiğini savunmaktadır. Bu yaklaşım, kentsel ekosistemlerin korunması ve geliştirilmesi için planlama pratiklerinin yalnızca mekânsal değil, yönetsel ve politik ölçeklerde de eşgüdüm içinde ele alınması gerektiğine işaret etmektedir. Ayrıca bu analiz, farklı kentleşme modellerinin çevresel riskler ve fırsatlar üzerindeki etkilerini görünür kılmakta ve sürdürülebilir kent politikalarının geliştirilmesi için güçlü bir temel sunmaktadır. Böylece Melbourne, Detroit ve İstanbul örnekleri, planlamanın etkinliği ve yönetim kapasitesinin ekosistem performansı üzerindeki belirleyici rolünü net bir biçimde ortaya koymaktadır.

The comparative analysis of Melbourne, Detroit, and Istanbul's urbanization experiences highlights three distinct urban realities, each shaped by planning capacity, economic transformation, and governance mechanisms, which collectively influence urban ecosystems in complex and nuanced ways. This study emphasizes that urbanization is a multifaceted process, shaped not only by demographic growth or spatial expansion but also by institutional frameworks, environmental management strategies, and governance effectiveness. By analyzing these three metropolitan contexts together, this research provides a detailed understanding of how planning systems, socio-economic dynamics, and environmental constraints interact to shape both the physical form of cities and the health of their surrounding ecological systems. Such comparative frameworks allow for the identification of mechanisms that promote sustainable urban development and provide lessons for policymakers and planners in other metropolitan contexts facing similar challenges. In Melbourne, planned urbanization is characterized by the integration of long-term environmental objectives, institutional continuity, and participatory governance structures. The city employs a suite of planning instruments, including green infrastructure, urban forestry programs, water-sensitive urban design (WSUD), and urban growth boundaries, all of which collectively guide land use, regulate urban expansion, and mitigate environmental impacts. Green infrastructure projects, such as constructed wetlands, bioswales, permeable pavements, and connected green corridors, not only enhance biodiversity but also manage stormwater, reduce pollutant loads, and improve local air quality. WSUD interventions, including rain gardens and stormwater retention basins, allow for on-site treatment of water, reduce flooding risks, and support aquifer recharge, illustrating the practical integration of ecological processes into urban planning. Urban forests provide carbon sequestration, habitat connectivity, and microclimate regulation, while urban growth boundaries restrict sprawl and preserve agricultural and natural lands at the periphery. Moreover, Melbourne's adaptive planning system—characterized by continuous monitoring, iterative policy adjustment, and broad stakeholder participation—ensures that urban growth aligns with ecological thresholds. The city's planning approach also integrates social and economic considerations, such as facilitating equitable access to public spaces, promoting transit-oriented development, and balancing housing supply with ecological preservation, highlighting the holistic nature of Melbourne's sustainable urban strategy. Detroit, in contrast, exemplifies the challenges of post-industrial urbanization, where rapid industrial expansion was followed by profound economic decline, resulting in a pronounced planning vacuum. Abandoned residential and industrial lots, proliferation of brownfield sites, infrastructural neglect, and extensive suburban sprawl have led to severe habitat fragmentation, soil and water contamination, and deficiencies in ecosystem services. Governance deficiencies further exacerbate these vulnerabilities, limiting opportunities for land reuse, ecological restoration, and hazard mitigation. Social and economic inequalities intersect with planning gaps, creating structural barriers to environmental resilience and urban sustainability. Brownfield sites, if left unmanaged, not only contribute to pollution but also become socio-environmental hazards, affecting local communities' health and well-being. Detroit's experience demonstrates that rapid industrial growth without institutional oversight can have long-term negative consequences for urban ecosystems and infrastructure. Furthermore, the fragmented nature of governance—where coordination among municipal authorities, private developers, and civil society actors is limited—hampers effective ecological restoration and sustainable redevelopment initiatives. However, grassroots and community-led initiatives, such as urban gardening, small-scale rehabilitation of abandoned lots, and community water management projects, illustrate adaptive responses that attempt to mitigate environmental degradation and provide pathways for sustainable urban transformation despite institutional constraints. Istanbul presents a hybrid urbanization pattern, where historical legacies, rapid migration, market-driven development pressures, and selective planned interventions coexist in a dynamic and often conflicting manner. In the urban core, relatively controlled redevelopment projects coexist with rapid and fragmented expansion in peripheral areas. This dual pattern increases pressures on ecological assets such as water basins, forest belts, and agricultural lands. The expansion of impervious surfaces, high dependency on motorized transportation, urban heat island effects, and environmental inequities are among the most significant consequences of this hybrid growth model. Peripheral unplanned growth often occurs in flood-prone areas, along sensitive watersheds, and within regions of high biodiversity, which exacerbates ecological stress and increases vulnerability to climate-related hazards. The multi-actor governance system, involving municipal authorities, developers, and civil society, complicates the implementation of integrated planning measures, making it difficult to coordinate ecological management and urban development effectively. Moreover, Istanbul's hybrid urbanization demonstrates that partial planning interventions, when juxtaposed with unregulated peripheral growth, may intensify environmental vulnerabilities. Effective management requires integrated strategies that combine land-use regulation, infrastructure planning, environmental monitoring, and adaptive policy instruments to align urban expansion with ecosystem preservation. The city also exemplifies the importance of multi-scalar governance coordination, where policy coherence between municipal, regional, and national actors is essential for addressing ecological risks, supporting biodiversity, and mitigating socio-environmental inequities. Across all three cities, this study emphasizes that urbanization impacts must be understood not merely through population or spatial growth metrics but also through the degree of planning institutionalization, integration of land and infrastructure management, and continuity of ecosystem-sensitive policy measures. In hybrid contexts such as Istanbul, sustainability is strongly contingent upon the alignment of fragmented interventions into cohesive planning strategies. Melbourne illustrates the benefits of integrated, adaptive, and participatory planning in maintaining ecological balance and resilience, while Detroit highlights the consequences of governance gaps and post-industrial decline on urban ecosystems. Istanbul represents an intermediate case, demonstrating the coexistence of planned and unplanned processes, which simultaneously create opportunities and pressures for sustainable urban development. Comparative analysis of these three cities underscores the importance of multi-scalar, adaptive, and integrative planning approaches that address environmental, social, and economic dimensions concurrently. Ultimately, the findings advocate for integrative governance frameworks capable of enhancing ecological resilience, preserving biodiversity, and mitigating environmental risks while accommodating socio-economic development imperatives. Strategic urban planning, supported by institutional continuity, adaptive management, and cross-sector coordination, can transform cities into resilient systems capable of withstanding environmental and socio-economic shocks. Neglecting institutional capacity, governance mechanisms, or planning frameworks, however, can exacerbate ecological degradation and socio-spatial inequities, with lasting implications for urban populations and ecosystems. By examining Melbourne, Detroit, and Istanbul, this study provides a robust conceptual and practical framework for understanding the intersection of urbanization, governance, and ecological sustainability, offering lessons applicable to diverse metropolitan contexts worldwide. Such insights are essential for urban planners, policymakers, and scholars aiming to advance sustainable urban development amidst rapid demographic growth and increasing environmental uncertainty.
